Seodaemun-gu Family Care Youth Support Selected as Seoul City Excellent Civil Service
Evaluation of Seodaemun-gu Family Care Youth Support Project Application: Actively Identifying Young Carers Beyond Welfare Limits and Providing Systematic Support
[Asia Economy Reporter Jong-il Park] Seodaemun-gu (Mayor Lee Seong-heon) announced that the ‘Family Care Youth Support Project’ promoted by the district was selected as an ‘Excellent Case of Civil Service Improvement’ chosen by Seoul citizens this year.
The city selected exemplary cases recently through expert review and online voting by citizens to rationally improve civil complaint processing procedures or to spread policies considerate of socially vulnerable groups.
Among a total of 63 cases submitted by Seoul city, its affiliated institutions, and autonomous districts, Seodaemun-gu’s project was evaluated as ‘actively discovering and systematically supporting family care youth (Young Carers), breaking away from the limitations of application-based welfare.’
After social issues regarding Young Carers were highlighted, the district became the first in the nation to establish a related support system and was selected as the sole pilot district for the Ministry of Health and Welfare’s ‘Family Care Youth Project.’
After conducting a survey on a total of 4,689 people (▲1,071 households with crisis information in welfare blind spots ▲1,009 single-parent families ▲1,875 households with hearing-impaired members ▲734 people receiving disability activity support), 44 Young Carers were identified.
Additionally, the district provides these individuals with care SOS services, mind care kits, customized expenses (education fees, nursing fees), psychological tests, and mental health counseling.
Furthermore, the district is also promoting the enactment of the ‘Seodaemun-gu Family Care Youth Support Ordinance’ to establish a legal basis.
Going forward, the district plans to develop specialized projects for Young Carers, focus on discovering eligible individuals, and support various services through collaboration with private institutions.
