Remote Monitoring of Fine Dust at Construction Sites... Incheon City to Implement Seasonal Management System Until March Next Year
[Asia Economy Reporter Park Hyesook] Incheon City will implement a high-intensity fine dust reduction and management policy from the 1st, when the '4th Fine Dust Seasonal Management System' is enforced, until March next year.
The city announced that during the seasonal management period, it will promote fine dust reduction across eight sectors: industry, power generation, transportation, ports and airports, agricultural life, activity spaces, health protection, and information provision.
In particular, as a specialized policy considering regional characteristics, it will introduce a remote monitoring system for fine dust at construction sites and carry out a project to attach and operate fine dust adsorption filters on buses.
The city will encourage voluntary reduction of air pollutants at large business sites such as power generation, oil refining, airports, and ports, and will intensify regular patrols and inspections by concentrating private inspection teams at construction sites and areas suspected of illegal burning.
Additionally, it will reduce the operation of Yeongheung Thermal Power Plant, the only coal-fired power plant in the metropolitan area, and implement strong energy-saving measures targeting public institutions, such as limiting indoor temperature to 17℃ and banning the use of personal heaters.
For public construction sites with budgets exceeding 10 billion KRW, the use of old construction machinery will be restricted to minimize scattered dust generation.
Furthermore, sector-specific tasks such as slow-speed navigation of ships, prevention of illegal burning of agricultural waste and residues, removal of road fine dust, and expansion of indoor air quality management in multi-use facilities will be intensively promoted to reduce high-concentration fine dust.
During this seasonal management period, operation of grade 5 emission vehicles will be restricted on weekdays from 6 a.m. to 9 p.m., and violating vehicles will be fined 100,000 KRW once per day.
Through the 3rd Fine Dust Seasonal Management System implemented from December last year to March this year, Incheon City reduced the concentration of fine particulate matter (PM-2.5) from 26.2㎍/㎥ in the 2nd phase to 24.5㎍/㎥, a 6.5% decrease.

The Fine Dust Seasonal Management System is a policy that strongly controls fine dust emissions from December to March of the following year, when fine particulate matter concentrations are particularly high due to seasonal factors in winter, according to the 'Fine Dust Act.' Since its first implementation in 2019, this is the 4th phase and it has been implemented nationwide including the metropolitan area.
