Cement Shipment Volume More Than Doubled Since Work Commencement Order Issued
[Asia Economy Reporter Kim Min-young] The government has delivered work commencement orders to 765 truck owners who refused to transport cement. After the government issued work resumption orders to those refusing cement transportation, some truck owners have returned to the sites, resulting in a recovery of cement shipment volumes.
According to the Ministry of Land, Infrastructure and Transport (MOLIT) on the 1st, a joint investigation team comprising MOLIT, local governments, and the National Police Agency completed on-site inspections of 147 transportation companies as of 10 a.m. that day.
MOLIT began on-site investigations of 201 cement transportation companies on the afternoon of the 29th of last month, following the Cabinet meeting where the issuance of work commencement orders for those refusing cement transportation was deliberated.
Among the 147 companies inspected by that day, transportation disruptions were confirmed at 74 companies. Of these, 29 companies were cases where the transportation companies refused transport, and 45 were cases where truck owners refused transport.
MOLIT handed work commencement orders on-site to the 29 transportation companies that refused transport. The transportation companies generally cooperated with the investigation, and MOLIT reported that 9 of these companies have resumed or are about to resume transportation.
Additionally, MOLIT secured the list of 765 truck owners who refused transport from the 45 companies where truck owners refused transport and delivered work commencement orders to the transportation companies on-site. Furthermore, among 542 truck owners whose addresses were confirmed, 173 were also sent the orders by mail.
Since the government's issuance of work commencement orders, some truck owners have returned to work, and cement shipment volumes have increased. According to MOLIT, cement shipments on November 30th reached approximately 45,000 tons, more than double the approximately 21,000 tons recorded on the 29th of last month when the work commencement orders were issued.
Container import and export volumes are also gradually recovering. As of 10 a.m. that day, container import and export volumes at 12 ports nationwide totaled 23,733 TEU, reaching 64% of normal levels. In particular, Busan Port, which has the largest volume of container traffic, has recovered to 78% of normal levels.
However, fuel shortages at gas stations continue, mainly in the Seoul metropolitan area. To strengthen fuel transportation capacity, the government temporarily permitted the paid transportation of private tank lorries, which was previously prohibited, as of the previous day. Additionally, the Ministry of National Defense will deploy five tank lorries and 24 container vehicles it owns to ports and oil companies to reinforce alternative transportation capacity.
