Ulsan Free Economic Zone Authority Allows Registration of Urban Factories within Techno General Industrial Complex R&D District
Possible Within 20% of Total Building Floor Area
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] The Ulsan Free Economic Zone Authority announced on the 24th that it will allow the registration of urban-type factories within the Techno General Industrial Complex R&D district through the announcement of changes to the Techno General Industrial Complex Basic Management Plan, which had been under long-term review.
An urban-type factory refers to a factory that generates low levels of pollution and is closely related to urban residents' lives, meaning a factory that does not emit any specific atmospheric hazardous substances.
The Techno General Industrial Complex is divided into R&D districts and factory sites. The R&D district is managed according to the industrial complex basic management plan with contracts signed for R&D purposes, so the establishment of urban-type factories was not allowed.
However, following the amendment of the "Act on the Revitalization of Industrial Complexes and Factory Establishment" in October 2021, registration of urban-type factories became possible only on sites designated as industry-academia convergence districts within the R&D district.
Accordingly, Ulsan City judged that a detailed review was necessary regarding the allowance of urban-type factories on sites not designated as industry-academia convergence districts within the R&D district, and in May initiated the "Techno General Industrial Complex Basic Management Plan Change Service," completing the plan change in October.
With the announcement of the change to the Techno General Industrial Complex Basic Management Plan, urban-type factory registration is allowed only when producing R&D products for permitted business types in the business plan at the time of signing the lease contract, up to 20% of the total building floor area.
Also, as a result of collecting surveys from tenant companies, companies already residing on sites not designated as industry-academia convergence districts within the R&D district are now allowed to register urban-type factories.

An official from the Ulsan Free Economic Zone Authority said, "With this change to the basic management plan, it has become possible to register urban-type factories within the R&D district, enabling R&D and product manufacturing in one space, which is expected to save considerable time and costs," adding, "We will spare no support to revitalize the industrial complex through the smooth landing of start-ups, R&D, production, and sales of technology-intensive new industries."
