From This Month, Health Insurance Premiums Reflect Recent Income and Assets... 15% Decrease Compared to Last Year
[Asia Economy Reporter Kim Young-won] From this month, the health insurance premiums for National Health Insurance regional subscribers will be adjusted upward or downward based on their recent income and property.
On the 18th, the National Health Insurance Corporation announced that it will update the income and property assessment data used to calculate premiums for regional subscribers to the latest data and apply it starting this month.
As a result of reflecting the latest data, the average monthly premium per household this month was 88,906 KRW, which is 16,235 KRW (15.4%) less than the previous year. Compared to 93,674 KRW in 2019, 100,235 KRW in 2020, and 105,141 KRW in 2021 as of November, this is the lowest in the past four years. However, it increased by 7,835 KRW (9.66%) compared to the premium in October.
The NHIC analyzed that the burden on regional subscribers has decreased due to the introduction of a two-step premium system reform in September, which included the implementation of a proportional income-based system, a uniform basic deduction of 50 million KRW on property, reduction of automobile insurance premium subjects, and deductions for housing finance debt for single-household homeowners and non-homeowners.
Compared to last month's premiums, among the total 8.25 million regional subscriber households, 3.45 million households (41.8%) saw no change in premiums this month, 2.82 million households (34.2%) experienced an increase, and 1.98 million households (24.0%) saw a decrease.
The Corporation stated that for cases where, due to the income requirements not being met under the two-step premium system reform, individuals are converted from dependents to regional subscribers for the first time, 80% of the premium will be temporarily reduced until October next year.

Those who have stopped income-generating activities due to business suspension or closure, experienced income reduction, or sold property can apply for premium adjustment or settlement. The adjusted premiums will be recalculated and either refunded or additionally charged in November 2023, when the 2022 income data is linked.
