National Road Information at a Glance... Digital Transformation of Road Register
On the 18th, the Ministry of Land, Infrastructure and Transport announced that it will promote the "National Road Network Digital Twin Construction Project," which digitizes the road ledger, a legal register managing road information, to create an integrated information system for roads nationwide.
The target roads for the project include a total of 113,000 km of expressways, national highways, and local roads.
However, since the road management authorities differ, the management methods and levels vary, making it difficult to integrate and operate them as a system.
Accordingly, the Ministry of Land, Infrastructure and Transport has required road management authorities such as local governments to prepare road ledgers in standardized digital formats and submit them to the ministry when roads are newly established or modified. Based on this, an integrated digital road ledger system including nationwide road information will be established.
The digitization will be promoted step-by-step until 2027, and in the future, the nationwide digital road ledger will be opened to the private sector.
The ministry also held explanatory meetings for local government road management officers in three regional zones regarding the National Road Network Digital Twin Construction Project.
The Ministry of Land, Infrastructure and Transport explained the background and details of the project, the current status of local government road ledger management, digital transformation plans, and demonstrated the ministry’s road ledger management system.

Lee Yong-wook, Director of the Road Bureau at the Ministry of Land, Infrastructure and Transport, said, "We hope that the opening of the latest road information will lead to support for new business creation in the private sector," and added, "We will do our best to ensure that the digital transformation of road information through national policy tasks proceeds without any setbacks."
