On the same day, Speaker Kim sent an official letter to the floor leaders of both parties, stating, "I would like to hear the opinions of the negotiating groups regarding the state audit investigation request submitted on the 9th," and "Please submit your opinions by noon on the 21st." In the letter, Speaker Kim requested not only the list of candidate members for the special committee but also the scope of the investigation including the purpose of the state audit investigation and the institutions to be investigated, the investigation period, the number of committee members upon formation of the special committee, and the allocation plan by negotiating groups.

The Democratic Party, which is strongly demanding the state audit investigation, is expected to promptly submit the list of members. Park Hong-geun, the floor leader of the Democratic Party, stated at the policy coordination meeting that morning, "We have preliminarily appointed the chairperson and secretary and have begun personnel selection."
