Expansion of Nursing Staff at Incheon Medical Center... Selecting and Deploying Scholarship Students Nationwide
10 Million Won Scholarship Support, Mandatory 2-Year Service at Medical Center After Graduation
[Asia Economy Reporter Park Hyesook] Incheon City is selecting nursing scholarship students nationwide and assigning them to Incheon Medical Center.
On the 16th, the city announced that it will promote the "Incheon-type Public Nurse Scholarship Pilot Project" to resolve the recurring nursing workforce supply issues at Incheon Medical Center and to foster stable public medical personnel in the region.
The city signed a business agreement with Incheon Medical Center and the Incheon Talent Lifelong Education Promotion Agency regarding this matter.
According to the agreement, starting next year, Incheon Medical Center will select 10 public nurse scholarship students by screening fourth-year students recommended from nursing colleges nationwide.
Each student will receive an annual scholarship of 10 million KRW and will be obligated to work for two years at Incheon Medical Center after graduation. The placement at the medical center is scheduled for 2024.
The pilot project budget of 100 million KRW will be shared by Incheon City, Incheon Talent Lifelong Education Promotion Agency, and Incheon Medical Center in a 7:2:1 ratio, respectively.
The city plans to adjust the scale of scholarship student selection in the future by reflecting the nursing workforce supply situation and the monitoring results of the pilot project. Additionally, to improve treatment conditions, the city will expand the nurse dormitory at Incheon Medical Center this year and reorganize the nurse rank system.
The nursing workforce vacancy rate at Incheon Medical Center has been high: 127 (41%) in 2019, 116 (38%) in 2020, 67 (22%) in 2021, and 65 (21%) this year. With about 40 nurses leaving annually, the prolonged shortage of nursing staff is causing difficulties in fulfilling the role of the regional base public hospital.

An official from Incheon City stated, "The Incheon-type Public Nurse Scholarship Project is not simply a scholarship support program to resolve the nursing workforce shortage at Incheon Medical Center, but a system to cultivate competent public medical personnel and stably supply them to medical institutions."
