Jeju Island Prepares Draft Urban Plan for 2040
Reflecting Changes in National Urban Policy and Residents' Living Conditions, 2040 Provincial Urban Master Plan (Draft) Prepared
Collecting Residents' Opinions Until the 30th, Public Hearing on the 24th... Plan to Be Finalized in May Next Year
[Jeju=Asia Economy Honam Reporting Headquarters, Reporter Park Chang-won] Jeju Special Self-Governing Province announced on the 10th that it has prepared a draft of the Basic Urban Plan setting the long-term development direction of Jeju with a target year of 2040, and will collect opinions from experts and residents until the 30th.
The Jeju Basic Urban Plan is the highest-level spatial plan and a long-term plan designed to overcome the limitations of limited urban resources, discover Jeju’s unique values, create value, and secure urban competitiveness.
With the vision of “Jeju, a vibrant city shared by people and nature, present and future,” the plan sets goals of ▲ a city where residents live joyfully and comfortably ▲ a clean city with beautiful natural environment ▲ a city sustainable in environment, economy, and society ▲ a vibrant city with balanced prosperity, which are reflected in the draft plan.
The main content of the 2040 Jeju Basic Urban Plan (draft) sets the target population at 1 million (800,000 permanent residents, 200,000 daytime activity population), and the population basis for infrastructure plans such as environment and waste is set at 1.1 million.
The spatial structure proposes a reorganization direction to foster growth hubs and intermediate hubs in three metropolitan centers (Jeju East, Jeju West, Seogwipo downtown) and two regional centers, and to strengthen networks within and between regions.
The living zones are set as five major regional living zones (Jeju City East, Jeju City West, Seogwipo City downtown, East, West), and a Jeju-style En(n)-minute living zone, a daily living zone accessible by walking or bicycle to public services, is proposed to provide a basis for promoting the 15-minute city concept.
The population distribution by living zone changes from the current 56:44 ratio between Jeju living zones and others to 49:51 by 2040, considering balanced development through population distribution in Seogwipo City, East, and West living zones.
For land use planning, the basic directions include establishing land use plans consistent with the spatial structure and plans that consider harmony between development and conservation. The planned urbanized land area for the target year 2040 is derived as 37.19㎢, and eight coastal areas are proposed for long-term incorporation into urban areas to unify the land use system.
Urban management measures are based on smart growth, control of indiscriminate development, and management considering regional distinctiveness and flexibility. Residential and commercial areas are encouraged to use land intensively and develop mixed uses, while strengthening the recovery of development gains when upgrading land use zones.
The downtown area is proposed to implement the En(n)-minute city through planned density management and downtown revitalization strategies, and to strengthen responses to urban sprawl in non-urbanized areas. This will be an important management measure in future urban management plans.
Additionally, the plan includes infrastructure plans, downtown and residential environment plans, environmental and conservation management plans, landscape and aesthetics plans, park and green space plans, and also includes directions linked to related plans.
Lee Chang-min, Director of Jeju Province Urban Construction Bureau, said, “We plan to collect residents’ opinions on the 2040 Basic Urban Plan (draft) starting from the 10th,” and added, “Public hearings will be held in each administrative city on the 24th, so we ask for active participation and interest from many residents.”
Jeju Province plans to carefully review expert and resident opinions through this public hearing, supplement the Basic Urban Plan (draft), and finalize it by May next year after hearing opinions from the Provincial Council, coordinating national land planning evaluations, and deliberations by the Urban Planning Committee.
Meanwhile, the public hearing on the 24th will proceed with expert discussions and collection of residents’ opinions, and will also be broadcast on YouTube’s “Shining Jeju TV.”
