Jeonnam Province's 'Offshore Wind Power' Development Project Shows Green Light
Ministry of Industry Announces 'Renewable Energy Policy Improvement Plan' Including Annual 1.9GW Wind Power Deployment

Following the Ministry of Trade, Industry and Energy's announcement of the 'Renewable Energy Policy Improvement Plan in Response to Changes in the Energy Environment,' the strategy is to accelerate the enactment of the 'Special Act on Promotion of Wind Power Development' and institutional improvements to expand offshore wind power deployment.
According to the province on the 10th, the Ministry recently announced the 'Renewable Energy Policy Improvement Plan in Response to Changes in the Energy Environment,' which sets the wind power deployment target at 1.9GW per year by 2030 and adjusts the solar power to wind power generation ratio from about 87:13 in 2021 to 60:40.
To achieve the annual wind power deployment of 1.9GW by 2030, the Ministry plans to implement ▲ a shift to government-led planned site selection ▲ formation of a pan-government working group to support projects by power generation business ▲ introduction of a new competitive bidding system to secure wind power economic feasibility ▲ establishment of guidelines to expand resident profit sharing and resolve conflicts ▲ localization of core technologies and development of infrastructure such as hinterland ports ▲ operation of an RE100 consulting desk.
Taking this announcement of the Ministry's 'Renewable Energy Policy Improvement Plan' as an opportunity, Jeonnam Province plans to explain to the Ministry and the National Assembly the urgency of enacting the 'Special Act on Promotion of Wind Power Development,' which can reduce the average offshore wind power permit processing period from 5-6 years to 2 years and 10 months, and request cooperation for the enactment of the special law.
In addition, the province will emphasize to relevant government departments that without improvement of the military operational review standards limiting wind turbine height to 152m, it is difficult to promote domestic offshore wind power projects, and will push for institutional improvements to expand offshore wind power deployment.
Kang Sang-gu, Director of the Energy Industry Bureau of Jeonnam Province, said, "There were many concerns among offshore wind power developers as the government's renewable energy deployment target was reduced from 30% to 21.6%. With the Ministry's recent announcement, the government's wind power deployment target has become clear, and policy uncertainties have been resolved, so we expect offshore wind power projects to proceed more rapidly."

He added, "To achieve the government's annual wind power deployment target of 1.9GW, institutional support must be in place. Therefore, we will make all-out efforts targeting the Ministry and the National Assembly to urgently enact the 'Special Act on Promotion of Wind Power Development,' and once guidelines for expanding resident profit sharing and conflict resolution are announced, we will hold briefing sessions for developers to promote offshore wind power projects based on resident acceptance."
