Seoul City Adds One More Site in Daechung Village, Gangnam-gu, to Moa Town Contest in Second Half of the Year

[Asia Economy Reporter Hwang Seoyul] Following the announcement last month of 26 Moa Town target sites for the second half of the year, Seoul City has announced the final selection results for two locations within Daecheong Village, Irwon-dong, Gangnam-gu, which were excluded from the selection committee’s announcement at that time.
On the 8th, Seoul City held the 'Daecheong Village Moa Town Target Site Selection Subcommittee' the day before and announced the additional selection of the area from 619 to 641 Irwon-dong as a Moa Town target site. The Daecheong Village area, home to the Tancheon Water Recycling Center and Gangnam Resource Recovery Facility, has long been a region where residents have raised direct and indirect grievances. Being selected as a Moa Town target site will resolve the long-standing demands of the community for environmental improvements. One site that was not selected (the area from 663 to 686 Irwon-dong) was excluded from selection considering the low willingness to proceed with the project due to resident opposition.
The city held the 'Daecheong Village Moa Town Selection Committee,' composed of related experts, and comprehensively reviewed factors such as ▲the proportion of semi-basement buildings and habitual flood-prone areas ▲whether Moa Housing (small-scale housing maintenance projects) is being promoted collectively ▲urgency due to building aging and worsening slum conditions ▲resident conflicts ▲and conformity with the purpose of existing urban management plans such as district unit plans, to additionally select the target sites.
Although development was difficult in the Daecheong Village district unit plan area due to restrictions on building height and apartments, selection as a Moa Town target site now allows apartment construction through Moa Housing projects, reflecting appropriate public contributions accordingly. In this area, the district unit plan restricts 1st-class zones to four floors or less and 2nd-class zones to seven or twelve floors or less, and apartments are prohibited uses. When establishing the Moa Town management plan in the future, these regulations will be relaxed, but conditions will be imposed to provide public contributions considering development gains.
Furthermore, even within the areas selected as Moa Towns, places where business owners oppose project promotion will be excluded from the project implementation zone, allowing them to be preserved or individually maintained through the management plan.
The additionally selected Daecheong Village site (area 619-641 Irwon-dong) will also be subject to the rights calculation reference date applied on the 27th of last month, when all areas applying for the Moa Town target site contest in the second half of this year were set, designated, and announced, to prevent the influx of real estate speculation forces.

Yoo Changsoo, Director of Housing Policy, said, "Although there were many concerns about the selection of Daecheong Village in Gangnam-gu due to real estate price impacts, we carefully considered the hardships residents have experienced and made the selection." He added, "Including the one additionally selected site, we will actively support the total of 65 sites selected as Moa Towns this year to proceed with their projects quickly and smoothly."
