Ahn Cheol-soo Proposes Bill to Mandate Safety Management for 'Organizer-less Events'
Establishing a Legal Basis for Counseling Support for Rescue Activity Participants
[Asia Economy Reporter Kwon Hyun-ji] On the 2nd, Ahn Cheol-soo, a member of the People Power Party, proposed an amendment to the Framework Act on Disaster and Safety Management that imposes safety management obligations even on events without organizers to prevent the recurrence of the 'Itaewon crowd crush disaster.'
According to the amendment, safety management guidance and inspections will be mandatory for festivals and events expected to attract large crowds, regardless of the organizer or location. Under the current law, safety management obligations are only imposed on regional festivals designated by presidential decree.
Additionally, legal grounds will be established to provide counseling support to participants in disaster rescue activities. Currently, counseling support is provided to victims of disasters for psychological stability and social adaptation, but the amendment aims to extend this support to volunteers involved in emergency rescue activities. If the amendment passes, citizens who voluntarily participated in cardiopulmonary resuscitation (CPR) at the Itaewon disaster site will also be eligible for counseling support.

Representative Ahn stated, "We must improve the system to prevent incidents similar to the Itaewon crowd crush disaster from recurring," and added, "I will do my best in legislative activities and efforts to improve the system in the National Assembly."
