Seocho-gu Operates 'Visiting Local Tax Electronic Filing' Service
Seocho-gu Provides Electronic Local Tax Filing Guidance to 214 Corporate Business Sites and Tax Agent Offices in the Area... Manual Filing of Local Income Tax Special Withholding Decreased by 1,172 Cases (25.77%) Compared to the Same Period Last Year Over the Past 3 Months

Seocho-gu (District Mayor Jeon Seongsu) operates a “Visiting Local Tax Electronic Filing Guidance” service targeting 214 corporate business sites and tax accounting offices’ tax agents in the area to reduce the inconvenience of filing local taxes using handwritten payment slips, as in these cases.
Considering the high concentration of corporate business sites in Seocho-gu, the district has been visiting businesses since July to provide guidance on local tax electronic filing. The purpose is to enhance taxpayers’ convenience while reducing administrative waste.
A district official said, “As a result of operating this project, the number of handwritten filings for the key tax item, local income tax special withholding, decreased by 1,172 cases (25.77%) in the past three months compared to the same period last year.”
Meanwhile, among last year’s 393,808 local tax filings and payments totaling 972.2 billion KRW, the electronic filing and payment rate was 93.3%, but handwritten payment slips were still used for about 27,000 cases annually (100.2 billion KRW). This accounts for 6.7% of total filings and 10.3% of the amount.
In addition, Seocho-gu produced and distributed a booklet containing instructions on how to use private accounting programs such as Wetax, Duzon, and Saemoo Sarang. The booklet is composed of content easy enough for beginners to follow and has received positive evaluations.
A corporate business representative expressed gratitude, saying, “We used handwritten payment slips as the predecessor did, but the district office’s easy explanations were helpful.”
Also, a tax firm stated, “Although we have been engaged in tax work for over 20 years, this is the first time the district office visited our office directly to hear our voices on site,” and gathered improvement requests for the local tax payment system from several nearby tax agents and sent a letter of opinion to Seocho District Office.
Accordingly, Seocho-gu carefully reviewed the opinions of various tax accounting workers received on site and requested improvements from the Seoul Metropolitan Government on the 12th.
