Ministry of Land, Infrastructure and Transport Announces Legislative Notice for Amendment to Subordinate Legislation of the Urban Railroad Act
Enforcement Decree of the Urban Railroad Act, Enforcement Rules of the Urban Railroad Act, Regulations on Construction and Operation of Tramways, etc.
[Asia Economy Reporter Cha Wanyong] On the 6th, the Ministry of Land, Infrastructure and Transport announced that starting from the 7th, it will publicly notify the amendment bills to the Enforcement Decree of the Urban Railroad Act, the Enforcement Rules of the Urban Railroad Act, and the Rules on the Construction and Operation of Trams, to establish a logistics system linking freight trucks and freight subways using the urban railroad network.
First, the Ministry of Land will improve related regulations to clearly include logistics facilities installed at urban railroad vehicle depots by urban railroad operators for logistics ancillary businesses as ‘urban railroad facilities.’ Accordingly, urban railroad operators will be able to install logistics facilities such as parcel sorting centers and warehouses within urban railroad facilities without changing the urban management plan.
Additionally, through the amendment of the Enforcement Rules of the Urban Railroad Act, the Ministry will clarify the criteria for aggravated penalties for repeated violations by urban railroad operators by changing the application timing of aggravated penalties from the ‘date of the first administrative disposition’ to the ‘date the first violation was detected.’
Through the Rules on the Construction and Operation of Trams, improvements will be made to allow exceptional left-side driving in special cases such as driving within vehicle depots restricted to the public, test driving, and temporary single-track operation due to accidents.
Currently, trams operating on double-track rails are generally required to drive on the right side; however, in cases where the track or tram is broken down, vehicles operating for recovery from accidents, or vehicles operating for construction, left-side driving is permitted after safety measures are secured.
