Gwangju Nam-gu Recognized as Top Institution for Public Sector Human Resource Development
[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] Nam-gu, Gwangju Metropolitan City, was selected as the best institution in the government-led ‘2022 Public Sector Human Resource Development Excellence Institution Certification Evaluation.’
According to Nam-gu on the 26th, the 2022 Public Sector Human Resource Development Excellence Institution Certification Evaluation was hosted by the Ministry of Education and the Ministry of Personnel Management, and conducted by the Korea Research Institute for Vocational Education and Training, a national research institute under the Prime Minister’s Office, using an evaluation method based on assessment indicators.
The purpose of this evaluation is to promote human resource development by providing continuous education and training opportunities to competent talents through certification in the field of human resource development and management in public institutions.
The Korea Research Institute for Vocational Education and Training conducted a fair evaluation on human resource management (4 areas, 400 points), which assesses whether active support is provided for members’ learning and competency development through document and face-to-face reviews, and human resource development (3 areas, 600 points), which verifies fair personnel management centered on competency.
Nam-gu was named the top group as the best institution in this evaluation, and it was identified that only four institutions nationwide were selected as best institutions.
In its overall evaluation, the Korea Research Institute for Vocational Education and Training highly praised Nam-gu Office’s investment and efforts in the fields of human resource management and development.
In particular, it highly evaluated the continuous implementation of personnel grievance counseling that reflects individual grievances as much as possible and utilizes the information for promotion and transfer decisions, as well as the active education efforts such as operating mentoring programs to help new public officials smoothly adapt to the organization and work.
Additionally, to ensure continuity of administrative work, the preparation and sharing of departmental work manuals and handover documents, and the use of Nam-gu Studio for YouTube live education and the linkage of the Onnara video conference system for education to improve educational facilities and environment within the organization were also highlighted as noteworthy points.
The Ministry of Education and the Ministry of Personnel Management will jointly award a certificate and plaque of certification to the best human resource development institutions at an award ceremony held on the 28th at the Research Support Building in the Sejong National Research Complex, and plan to provide various incentives such as exemption from regular labor inspections and support for training courses for certification institution personnel for the next three years.

A Nam-gu official stated, “The results of active investment and efforts to nurture excellent talents have been proven through this government evaluation,” and added, “We will continue to maintain an efficient public service society that works well while doing our best in a happy workplace culture.”
