Yongsan-gu's 8th Civilian Administration Launches Major Organizational Restructuring... Reflecting Commitment to Future Strategic Projects Including Establishment of Planning and Coordination Office
[Seoul District News] Yongsan-gu Reorganizes into 1 Office, 5 Bureaus, 5 Deputy Directors, 31 Divisions, and 145 Teams Reflecting Changed Status Including Presidential Office Relocation and Large-Scale National Projects; 4 Deputy Directors Including Future Strategy and Job Policy Assigned in Planning Coordination Office & Legislative Notice for Administrative Organization and Staffing Ordinance Amendment on September 23 & Organizational Restructuring Effective January 1, 2023, Following Yongsan-gu Council Approval in November
[Asia Economy Reporter Jongil Park] Yongsan-gu (District Mayor Heeyoung Park) will undertake a major organizational restructuring effective January 1 next year, including the establishment of a new ‘Planning and Coordination Office.’
This is to reflect Yongsan’s changed status ahead of the relocation of the presidential office and large-scale national projects, and to successfully promote the key projects of the 8th elected administration.
Last month, the district finalized the plan through brainstorming sessions attended by the district mayor, deputy mayor, and heads of departments and divisions. Prior to this, the restructuring plan underwent several rounds of revisions and supplements through preliminary department consultations, on-site explanations, and collection of opinions from each bureau.
As a result, the district office organization will be restructured from the existing ‘2 divisions, 6 bureaus, 32 divisions, 1 business office, 142 teams’ to ‘1 office, 5 divisions, 5 bureaus, 31 divisions, 145 teams.’ The public health center will increase from 1 office, 4 divisions, 14 teams to 15 teams.
A district official explained, “With major national projects such as Yongsan Park and the redevelopment of the maintenance depot site, as well as the relocation of the presidential office to Yongsan, communication with related government ministries and Seoul City has become more important than ever,” adding, “We have prepared the restructuring plan to align with government and Seoul City organizational operations while enhancing organizational efficiency.”
The core of this restructuring is the establishment of the Planning and Coordination Office, which will serve as the district’s control tower. The Planning and Coordination Office will include ▲Planning and Budget Division (formerly the Planning and Budget Division under the Administrative Support Bureau) ▲Future Strategy Division (newly established) ▲Public Relations Division ▲Job Policy Division (newly established).
The creation of dedicated departments to promote key policy projects such as external agency cooperation, resident communication, youth, and jobs, along with the introduction of the ‘division chief’ system to strengthen expertise, are notable features.
The Future Strategy Division is a department established to promote Yongsan’s future vision projects and consists of the External Strategy Team, Policy Communication Team, and Creative Management Team. The External Strategy Team is responsible for discovering and promoting cooperation projects with external agencies and companies. The Policy Communication Team, which identifies residents’ pending issues and researches solutions, reflects District Mayor Heeyoung Park’s 8th elected administration’s governance direction.
The Administrative Support Bureau consists of five departments: ▲Administrative Support Division ▲Autonomous Administration Division ▲Education Support Division ▲Smart Information Division ▲Civil Affairs and Passport Division. The Talent Development Division, formerly part of the Culture and Environment Bureau, has been renamed the Education Support Division and reassigned, promoting educational projects for global talent development.
The Culture and Environment Bureau will be abolished, and the Finance and Economy Bureau will be renamed the Culture and Economy Bureau. The Culture and Economy Bureau will include ▲Culture Promotion Division ▲Tourism and Sports Division ▲Regional Economy Division ▲Finance Division ▲Tax Management Division ▲Tax Division 1 ▲Tax Division 2.
The Culture and Sports Division will be split into the Culture Promotion Division and Tourism and Sports Division to strengthen departmental capabilities. This reflects the 8th elected administration’s intention to actively discover Yongsan’s cultural resources and link them to tourism content. The Culture Promotion Division will actively promote key pledges of the 8th administration, such as the establishment of the Yongsan Culture (Tourism) Foundation and the Hangang-ro Complex Culture Center. The Tourism and Sports Division will handle tasks such as discovering tourism content, revitalizing tourism projects, and expanding sports facilities.
The Residents Welfare Bureau will be renamed the Life Support Bureau. It will include ▲Welfare Policy Division ▲Cleaning Administration Division ▲Social Welfare Division ▲Senior and Youth Division ▲Women and Family Division ▲Welfare Survey Division ▲Clean Environment Division.
The Cleaning Administration Division’s name was changed from the existing Resource Circulation Division to make it easier for residents to understand. Additionally, it has been organized as the second department of the Life Support Bureau, with the establishment of an Urban Cleanliness Team to emphasize the importance of cleaning management, which directly affects residents’ lives. This reflects District Mayor Heeyoung Park’s determination to reorganize and strengthen the cleaning system for a pleasant residential environment.
The Urban Management Bureau will consist of ▲Housing Division ▲Urban Planning Division ▲Redevelopment Project Division ▲Architecture Division ▲Park and Greenery Division ▲Real Estate Information Division.
A Strategic Urban Development Team will be newly established within the Urban Planning Division to oversee external cooperation related to urban development projects such as the Yongsan Maintenance Depot site development. It will also include external cooperation for the Yongsan Park creation project, which was previously under the Regional Policy Division, and will manage organic communication and consultation with the newly established Seoul Metropolitan Future Space Planning Office.
The Safety, Construction, and Transportation Bureau will maintain its existing six divisions: ▲Safety and Disaster Division ▲Construction Management Division ▲Transportation Administration Division ▲Parking Management Division ▲Road Division ▲Water Control Division.
The public health center will have ▲Health Administration Division ▲Health Hygiene Division ▲Health Management Division ▲Health Medical Division. An Infectious Disease Response Team will be newly established within the Health Medical Division. This is a permanent department reorganized from the COVID-19 task force teams (Infectious Disease Response TF Team, Home Treatment TF Team) to proactively respond to various infectious diseases.
Based on this plan, the district has drafted the 8th elected administration’s organizational restructuring plan and began legislative notice for the amendment of the ‘Ordinance on the Establishment of Administrative Organizations and Staffing’ from the 23rd. After collecting residents’ opinions, the ordinance will be amended and promulgated following approval by the district council in November.
