[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government announced on the 22nd that it has launched version 3.0 of ‘Seoul Pay Plus (SeoulPay+)’. In addition to the main service of mobile simple payment, it added an administrative platform function that introduces government and local government allowances, subsidies, and policies, and enhanced various services and convenience features for users and merchants.
This 3.0 version obtained the ‘Information and Communication Accessibility (WA) Certification’ and ‘Mobile App Accessibility (MA) Certification’ from a web accessibility quality certification agency designated by the Ministry of Science and ICT, making it more convenient for information-vulnerable groups such as people with disabilities and the elderly to use.
Looking at ‘Seoul Pay Plus 3.0 version,’ the purchase and payment functions for users have been upgraded. First, composite payment became possible. If the gift certificate balance is less than the payment amount, the difference is automatically paid by the personal credit or debit card registered in Seoul Pay Plus.
Also, when clicking the gift certificate purchase icon, it now shows at once the individual purchase balance limit for each gift certificate, and users can also check the remaining amount among the total issuance scale of gift certificates by each autonomous district. The 3.0 version has dramatically improved user accessibility. The menu is divided into ‘Seoul Love Gift Certificate’ and ‘Seoul City News’ so that necessary information can be searched immediately.
A new support fund recommendation service tailored to user characteristics such as government and local government support allowances and subsidies has also been established. It introduces policy allowances currently paid by the government or local governments and recommends all support funds by life cycle when users enter their age, gender, residence, number of household members, etc.
Services for merchants have also been expanded. It plans to provide reports based on big data from commercial area analysis to customer analysis and sales analysis to help business operations. In addition, a service that notifies approval details by voice was added to reduce the inconvenience of having to open the app and check every time a payment is made. For example, when a consumer pays with the Seoul Love Gift Certificate, a voice message saying ‘Seoul Pay Plus payment has been approved’ is sent.
If consumers and merchants have any questions while using Seoul Pay Plus, a 365-day, 24-hour ‘AI chatbot’ consultation service has been newly established, and a talk consultation reservation function has also been added. To make it easier for people with disabilities and the elderly to use Seoul Pay Plus, a service that guides menus on the app screen by voice was also added.

Meanwhile, since April, Seoul City has been using Seoul Pay Plus as a policy fund payment platform by providing various policy funds such as COVID-19 damage small business support funds, disaster relief funds, and youth support funds through Seoul Pay Plus in the form of Seoul Love Gift Certificates. Han Young-hee, Seoul City’s Labor, Fairness, and Coexistence Policy Officer, said, “Seoul Pay Plus is recognized as an innovative service that enables major administration, daily life, and consumption in Seoul with just one smartphone, leading mobile simple payments using fintech,” and added, “We hope Seoul Pay Plus 3.0, which enables smart payment and living for Seoul citizens, will establish itself as an essential platform for life in Seoul.”
