View original image[Asia Economy Reporter Koo Chae-eun] Sohn Kyung-shik, Chairman of the Korea Employers Federation, met with Jeon Hae-cheol, Chairman of the National Assembly's Environment and Labor Committee, on the 14th to express concerns about the so-called Yellow Envelope Act (Amendment to the Labor Union and Labor Relations Adjustment Act).
Chairman Sohn stated, "The Yellow Envelope Act exempts not only legitimate strikes but also illegal strike actions," adding, "It excessively infringes on the property rights of employers, which are fundamental constitutional rights, and is inconsistent with the spirit of our constitution."
He continued, "It is a basic principle of legal order that those who commit illegal acts compensate for damages," and warned, "If the Yellow Envelope Act passes the National Assembly, it will rather protect illegal actors and force only the victimized employers to bear the damages, resulting in a very unfair outcome that will seriously undermine our economic order."
He further added, "It is difficult to find any precedent worldwide for a law that grants immunity for illegal strike actions like the Yellow Envelope Act, so it will not gain public support."
On the same day, Chairman Sohn delivered a review opinion letter containing the business community's concerns about the Yellow Envelope Act to Chairman Jeon Hae-cheol. The Yellow Envelope Act refers to the amendment to the Labor Union and Labor Relations Adjustment Act that prevents employers from filing claims for damages or provisional seizure against labor unions and union members even if the union engages in illegal strike actions.

The Yellow Envelope Act was also listed as a livelihood legislative task by the Democratic Party of Korea. The Democratic Party selected the Yellow Envelope Act as the sixth of 22 livelihood legislative tasks to be passed during this year's regular National Assembly session.
