"CCTV Installation and Personal Viewing in Self-Support Workplaces Constitute Human Rights Violations"
[Asia Economy (Suwon) = Reporter Lee Young-gyu] The Gyeonggi-do Human Rights Center has determined that installing video information processing devices (CCTV) inside the workplaces of self-support work projects operated by regional self-support centers in Gyeonggi-do without participants' consent and viewing the footage on personal smartphones constitutes a violation of the right to personal information self-determination.
According to the Gyeonggi-do Human Rights Center on the 13th, Mr. B, who participated in the self-support work project at the A Regional Self-Support Center, submitted a relief application to the Human Rights Center, stating, "The self-support center installed video information processing devices (CCTV) inside the workplace without participants' consent, and it seems they are using them to monitor participants."
As a result of the Human Rights Center's investigation, it was found that the A Regional Self-Support Center installed a total of four CCTVs?one outside and three inside?citing safety accident reasons, but did not inform or obtain consent from participants in advance regarding the rights of data subjects, nor did it establish an internal management plan. Additionally, the recorded footage could only be viewed on the personal smartphones of A Regional Self-Support Center staff and representatives of the self-support work project participants without any official viewing procedures, and no records were kept even when viewed.
Accordingly, the Human Rights Center held a meeting of the Human Rights Protection Officer and decided that, according to Articles 15 and 29 of the Personal Information Protection Act, the center violated the principle of due process by failing to obtain consent from data subjects and not establishing an internal management plan, and infringed on the right to personal information self-determination by storing and using footage viewed on personal smartphones.
Furthermore, the center recommended and ordered the director of the A Regional Self-Support Center to ▲ operate CCTV with individual consent from self-support work project participants ▲ establish an internal management plan according to the 'Technical and Managerial Protection Measures Standards for Personal Information' ▲ and attend information rights education.

A representative of the Human Rights Center stated, "With the increase in CCTV installations, interest in personal information protection and privacy infringement is rising," emphasizing, "This decision should serve as an opportunity to recognize the importance of human rights and to make efforts to protect personal information and comply with procedures stipulated by law."
