Mapo-gu and Dongdaemun-gu, Benchmarking Excellent Policy Cases

Mapo-gu employees are visiting Dongdaemun-gu Office to conduct a discussion related to benchmarking excellent policies.
View original image[Asia Economy Reporter Park Jong-il] Mapo-gu (Mayor Park Gang-su) announced on the 8th that it has actively started ‘Excellent Policy Benchmarking’ to introduce special policies from other institutions into its own district administration.
From August 3 to 17, Mapo-gu conducted on-site visits and benchmarking together with Dongdaemun-gu to share excellent cases between the two institutions.
This benchmarking was conducted in four areas: cleaning, transportation, parking, and libraries. A total of 11 employees from Mapo-gu’s Cleaning Administration Division, Transportation Administration Division, Traffic Guidance Division, and Education Support Division visited Dongdaemun-gu to observe excellent cases.
Mapo-gu examined Dongdaemun-gu’s excellent policy cases such as ▲management of food waste discharge in multi-family housing using large reducers ▲policies to promote bicycle use and bicycle insurance ▲shared resident-priority parking lots ▲metaverse library operation cases, and held discussions among practitioners along with the on-site visits.
Also, seven employees from Dongdaemun-gu visited Mapo-gu to share excellent policies, and observed on-site Mapo-gu’s ▲installation of electric scooter docking stations ▲transparent PET bottle separate collection bins project ▲streetlight-type electric vehicle chargers in on-street parking lots.
The district plans to actively benchmark and adopt policies with high necessity and feasibility after reviewing the excellent cases observed this time.
A Mapo-gu office employee who participated in the benchmarking said, “It was a good opportunity to compare policies of other institutions and our district in the same fields,” and added, “We will actively review convenient and good policies from the residents’ perspective and adapt them to fit our district’s circumstances.”
Park Gang-su, Mayor of Mapo-gu, said, “For an organization to grow, its members must continuously strive and learn through benchmarking,” and added, “We will continue to benchmark excellent policies through exchanges with various institutions and research high-quality administrative services that residents can feel.”
Dongdaemun-gu (Mayor Lee Pil-hyung) and Mapo-gu (Mayor Park Gang-su) are sharing and benchmarking each other’s excellent projects.
They started with cleaning, transportation, and parking, which are closely related to residents’ daily lives, to create a safer and more pleasant area. To this end, last month, officials in charge of cleaning, transportation, and parking departments visited each other’s district offices to learn about excellent projects and discuss shortcomings and improvement plans in each field.
As a result of the exchange last month, Dongdaemun-gu decided to introduce Mapo-gu’s projects such as ‘installation of electric scooter docking stations’ and ‘transparent PET bottle separate collection bins,’ while Mapo-gu decided to adopt Dongdaemun-gu’s ‘management of food waste discharge in multi-family housing using large reducers’ and ‘policies to promote bicycle use and bicycle insurance projects.’
Dongdaemun-gu expects to improve urban aesthetics and secure pedestrian safety by installing electric scooter docking stations. In addition, it plans to pilot and operate ‘transparent PET bottle separate collection bins’ inside the district office building in the first half of next year. Although the district had conducted this project in 2019, it was discontinued due to management difficulties. Through this benchmarking, Dongdaemun-gu plans to supplement its operation method based on Mapo-gu’s and resume the project.
In the parking sector, Dongdaemun-gu plans to directly check and introduce streetlight-type electric vehicle chargers installed in Mapo-gu’s on-street parking lots.
Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “To provide safe and convenient living for residents, other autonomous districts should not be seen only as competitors but as places to learn excellent systems and cooperate,” and added, “Taking this benchmarking between Dongdaemun-gu and Mapo-gu as an opportunity, we will continue to introduce excellent policies implemented in other districts and discover many good projects ourselves so that our district can also become a model for others.”
Geumcheon-gu (Mayor Yoo Sung-hoon) will operate the ‘2022 Resident Human Rights Learning Center’ to enhance human rights capacity in the local community.
From September 15 to November 3, every Thursday at 7 p.m., the program will be held at Geumcheon-gu Community Center and the first lecture room of the District Office Lifelong Learning Center under the theme ‘COVID-19 and Human Rights.’ The topic was chosen to take a deeper look at COVID-19, which first occurred in 2020 and has changed our daily lives, from a human rights perspective.
The lectures consist of a total of 8 sessions, with sessions 1 to 3 as basic courses and sessions 4 to 8 focusing on COVID-19 and human rights.
The lecture contents include ▲Value Struggles and Politics of Human Rights (Kim Hyung-wan, Chairperson of Geumcheon-gu Human Rights Committee) ▲Analysis of Geumcheon-gu Human Rights Survey Results (Jung So-hee, Korea Labor Relations Institute) ▲Seoul City Human Rights Protection System and Cases (Park Sook-mi, Head of Seoul City Human Rights Protection Team) ▲Disaster Inequality and Human Rights (Hwang Eun-jung, Nada Policy Research Institute) ▲Climate Crisis and Human Rights (Kim Min-sung, Sungkonghoe University Democracy Research Institute) ▲Right to Health and Human Rights (Kim Sung-i, Director, Citizen Health Research Institute) ▲Educational Inequality and Child Rights (Kim Hee-jin, Lawyer, International Child Rights Center) ▲Resident Participation Plans and Human Rights Monitoring of Geumcheon-gu Human Rights Policy (Yang Seul-gi, Vice Chairperson of Geumcheon-gu Human Rights Committee).
Up to 40 Geumcheon-gu residents and workers located in Geumcheon-gu will be recruited on a first-come, first-served basis until September 14. Residents or workers who wish to participate can apply through the QR code on the promotional poster posted on the Geumcheon-gu website ‘Geumcheon News’ or Geumcheon-gu SNS, or by calling the District Office Civil Complaints and Audit Officer. All lectures are free of charge.
Participants who attend six or more of the eight sessions will receive a certificate of completion and will be given priority opportunities to participate in future human rights policy projects.

Yoo Sung-hoon, Mayor of Geumcheon-gu, said, “COVID-19 has revealed vulnerable areas in our society, and based on this, we must carefully fill in the local human rights protection system,” and added, “We plan to continue promoting various projects to spread a human rights-friendly culture in the region.”
