Ministry of Land, Infrastructure and Transport Develops Measures to Promote New Construction Technologies for Private Sector Innovation
[Asia Economy Reporter Kim Min-young] The Ministry of Land, Infrastructure and Transport announced on the 7th that it has prepared the "Plan to Revitalize Construction New Technologies," which mainly expands benefits for new technologies in public procurement projects.
First, to promote technology development, two new types of new technology designations will be added. The Public Demand Response New Technology designation method selects technology themes by investigating the requirements of ordering agencies to enhance the functions of public facilities and induce improvement of private sector technology capabilities, and then reviews whether to designate new technologies through competitive evaluation following a public contest.
The Innovative New Technology designation method selects technologies with the highest domestic level and a high possibility of being number one in the world, aiming to improve technology completeness and support commercialization.
The New Technology Management Committee will also be reorganized. Through this, officials from related public enterprises such as Korea Expressway Corporation and LH will participate in the committee to recommend the active application of excellent new technologies, thereby reducing the burden on ordering agencies and encouraging the utilization of new technologies.
Additionally, the method of reviewing construction methods will be improved to focus on technology, awarding extra points (3 points) for new technologies, and increasing the weight of technology evaluation from 60% to 80%.
Furthermore, a new technology and patent platform will be developed and established, where ordering institutions can register the requirements for necessary technologies, and the system will automatically select candidate technologies.

Lee Sang-il, Director of Technology Safety Policy at the Ministry of Land, Infrastructure and Transport, said, "It is important to establish systems and institutions so that the public sector can properly utilize the excellent technology capabilities of the private sector in the construction industry, where the proportion of public procurement is high," and added, "We will focus our capabilities to ensure that private digital and automation technologies can be rapidly converged and integrated into the construction industry."
