This casebook provides practical assistance for workplaces, local governments, and public institutions in building and implementing safety and health management systems in relation to the enforcement of the Serious Accidents Punishment Act.
The Korea Occupational Safety and Health Agency (KOSHA) recently produced and released a casebook on the 'Safety and Health Management System' that the agency operates independently.
This casebook, reflecting the agency’s safety and health management certification system, was produced with about 370 pages. It is composed of △ Safety and Health Management Manual, △ Safety and Health Management Procedures, and △ Safety and Health Management Guidelines.
Specifically, the Safety and Health Management Manual consists of 10 chapters, the Safety and Health Management Procedures include 15 procedures, and the Safety and Health Management Guidelines contain 20 guidelines. The procedures and guidelines are linked according to each manual.
For example, in the 'Execution' section of the Safety and Health Management Manual, general matters such as the 'Responsibilities and Authorities' of safety managers are presented.
The procedures include 'Operation Plans and Management Procedures' according to responsibilities and authorities, and the guidelines specify detailed tasks such as 'General Work Safety Guidelines' and 'Guidelines for Requesting Work Suspension in Hazardous Situations.'
This casebook reflects seven core elements including management leadership and worker participation for establishing a safety and health management system under the Serious Accidents Punishment Act, and it can be modified and supplemented to suit the circumstances of workplaces or institutions.
