Speeding Up Redevelopment of Sindang 10 District in Jung-gu, Seoul

[Asia Economy Reporter Jongil Park] The Sindang 10 District housing redevelopment project in the area of 236-100 Sindang-dong, Jung-gu, Seoul, filled with old low-rise houses, has gained momentum thanks to the 'Rapid Integrated Planning' support from Jung-gu (District Mayor Kim Gil-seong).
The Sindang 10 District redevelopment project aims to supply a residential complex of about 1,400 households in the city center, and the designation of the maintenance zone could be expected as early as the first half of next year.
Jung-gu is also planning to operate the 'Direct Association Establishment System' for the first time among redevelopment zones in the area.
On September 5th at 7 p.m., Jung-gu will hold a 'Visiting Residents Briefing Session' on the designation of the Sindang 10 District housing redevelopment maintenance zone at the Sindang Nuri Center auditorium. At this event, the process of establishing the rapid integrated planning, the master plan, the direct association establishment system, and future district support plans will be introduced, and related resident consent procedures will also be conducted.
The Rapid Integrated Planning introduced by Seoul City is a system that significantly simplifies the preliminary procedures required for the designation of maintenance zones as part of redevelopment deregulation measures, while also providing integrated architectural guidelines.
Through this system, the period required before review is shortened from six years to two years, and the likelihood of passing the maintenance zone designation review in the future is greatly increased.
According to the Rapid Integrated Planning established by Jung-gu and Seoul City, a 35-story apartment complex accommodating about 1,400 households will be built in this area.
Along with this, a historical and cultural park with views of Gwanghuimun Gate and Hanyangdoseong Fortress, cultural facilities for residents' convenience, an underground parking lot, and a residential-commercial complex suitable for the station area will be constructed.
The master plan included in the Rapid Integrated Planning aims to create an urban residential complex where history, culture, and green spaces coexist by significantly reinforcing the currently insufficient green spaces and improving surrounding access roads to be pedestrian-friendly, making the most of the surrounding resources.
The project site, the area around 236-100 Sindang-dong (covering 64,166㎡), is adjacent to Sindang Station (Lines 2 and 6) and surrounded by Gwanghuimun Gate, Hanyangdoseong Fortress, Dongdaemun Design Plaza, and clothing shopping malls, offering great development potential. However, it was not included in any nearby district unit plans, leaving the area's future uncertain.
Accordingly, the district conducted a thorough preliminary feasibility study and obtained residents' consent to establish a maintenance plan. In August last year, the project gained momentum when Sindang 10 District was selected as a new target for Rapid Integrated Planning by Seoul City. Since then, with the support of Seoul City's chief architect, several site surveys and resident meetings were held, and the Rapid Integrated Planning was completed in July this year.
Currently, Jung-gu is preparing with a view beyond the designation of the maintenance zone. If more than half of the residents agree, the district mayor plans to introduce the 'Direct Association Establishment System' in Sindang 10 District, which allows skipping the procedure of establishing a promotion committee. If this system is applied, the district will support the association establishment costs, and the time required to establish the association will be reduced from the usual four years to two years.
This will result in a revolutionary reduction of the entire redevelopment project period to a maximum of six years (four years for Rapid Integrated Planning + two years for Direct Association Establishment System).
This is not the first redevelopment attempt in Sindang 10 District. It was designated as a maintenance zone in 2006 but was canceled in 2015 due to conflicts among owners.
Meanwhile, the target area gradually aged, and building safety issues began to arise. In fact, 82% of the 684 buildings in the zone were judged to be in poor condition.
Eventually, residents' desire for redevelopment grew again, and Jung-gu sought to resolve residents' wishes through Rapid Integrated Planning and the Direct Association Establishment System. Above all, since the 8th elected administration has made active deregulation and rapid redevelopment of aging residential areas a core pledge, the project is expected to accelerate further.
