Acceleration of Public Reconstruction for Junggok Apartment in Gwangjin-gu
Association "Actively Recommends Public Participation for Other Complexes"
The Junggok Apartment public reconstruction project in Gwangjin-gu, Seoul is progressing smoothly with a high consent rate from the union members.
Korea Land and Housing Corporation (LH) announced on the 23rd, "Following the designation of LH as a joint project implementer by the union's extraordinary general meeting resolution in April, the union and LH signed a joint implementation agreement on the 3rd of this month." Through this agreement, LH and the union formalized responsibilities and roles, division of tasks by project stages, procurement and management of project costs, and management disposition plans, which is expected to accelerate the promotion of the public reconstruction pilot project.
Junggok Apartment is a public reconstruction pilot project district where the union was established after securing a 99% consent rate from union members earlier this year. Although the union establishment promotion committee was formed in 2005, the project had been stalled for 17 years due to the characteristics of the complex being segmented by roads and low project feasibility.
The public reconstruction project involves public participation to supply housing units above a certain scale, providing public support such as zoning upgrades and permitting procedure assistance, with the advantage of shortening the project period.
The reason Junggok Apartment's project could proceed rapidly with strong resident support is fundamentally due to improved project feasibility from public reconstruction incentives. Active collaboration between LH and local governments, various technical and administrative supports reduced the burden on the union and its members, and continuous communication between LH and the union led to the establishment of a new project plan integrating the two complexes segmented by roads.
Junggok Apartment is undergoing a zoning upgrade from the original Type 2 (7-story) general residential area to Type 3 general residential area under public reconstruction, reflecting expanded unit sizes compared to existing residential areas, changing to approximately 330 units.
LH has been conducting Seoul City's preliminary planning procedures for the maintenance plan change since July and plans to promptly proceed with selecting a construction company by the end of this year through a bidding announcement this month.
Kim Michelle, head of the Junggok Apartment union, said, "Our complex had difficulties due to lack of project feasibility, but LH actively worked not just as a joint implementer but as a part of the union, which provided momentum for project promotion and full resident consent," adding, "I would strongly recommend public participation such as LH in other reconstruction promotion districts."
Meanwhile, the Mangwoo 1 District public reconstruction project promoted by LH is preparing to complete the preliminary planning procedures within the year and propose a maintenance plan draft, in cooperation with local governments and the union, for approximately 520 units.
