Goal to Ensure Effectiveness and Legality of Autonomous Regulations
[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Seryeong] Gyeongsangnam-do announced on the 27th that it will undertake a comprehensive revision of 417 ordinances to create a "working organization and efficient administration" under the new administration of the 8th popularly elected provincial government.
A Gyeongnam official explained the background of the ordinance revision, saying, "Obsolete or unreasonable local regulations fail to properly reflect the rapidly changing conditions in the field of enforcement, which can cause confusion during implementation."
The revision targets 417 local ordinances, excluding 313 delegated ordinances and 7 ordinances under the jurisdiction of the Provincial Council, out of the 737 ordinances currently in effect.
The main types include ▲ ordinances that have become obsolete and ineffective ▲ ordinances with no policy implementation records ▲ ordinances similar to or overlapping with others that require consolidation or abolition ▲ ordinances needing amendments due to changes in the times.
The Legal Affairs Office of the province plans to finalize the local regulations subject to revision after conducting a full survey of local ordinances in cooperation with the relevant departments.
By the end of October, the province will establish a legislative and revision plan for local regulations, proceed with legislative notice, submit to and pass the ordinance and regulation review committee, obtain approval from the Provincial Council, and complete the revision by the end of the year.
An official from the province stated, "By revising ordinances to fit the realities of enforcement sites, we can enhance the legality of local regulations and the efficiency of enforcement, thereby improving convenience for residents."
