Ssangyong C&E, 60-Year-Old Worker Dies Cleaning Ship at Donghae Port... Serious Accident Act Investigation
[Asia Economy Reporter Kim Jong-hwa] An accident occurred in which a subcontractor worker cleaning at Ssangyong C&E died, and the Ministry of Employment and Labor is investigating whether there was a violation of the Serious Accidents Punishment Act.
According to Ssangyong C&E on the 21st, at around 1:50 PM the previous day, subcontractor employee A (62) was working on a cement raw material transport ship docked at the pier inside the Ssangyong C&E Bukpyeong Plant located at Donghae Port when he was crushed by a lump of coal ash, a cement raw material. A was rescued at around 2:20 PM and transferred to a hospital but ultimately passed away.
It is known that subcontractor worker A was performing cleaning work, such as removing some coal ash attached to the storage tank wall, while unloading coal ash, a cement manufacturing raw material, when a pile of coal ash collapsed, causing the accident.
After confirming the accident, the Ministry of Employment and Labor immediately issued a work stoppage order at the site and began an investigation into violations of the Industrial Safety and Health Act and the Serious Accidents Punishment Act. The workplace has more than 50 regular employees, making it subject to the Serious Accidents Punishment Act.
Ssangyong C&E also experienced an accident in February when a subcontractor worker at the Donghae Plant fell 3 to 4 meters while performing maintenance work on a kiln and died.
The Serious Accidents Punishment Act stipulates that if a serious industrial accident occurs at a workplace with five or more regular employees, or in the case of construction, where the project amount exceeds 5 billion KRW, the management and safety and health managers of both the primary and subcontractors can be punished depending on their safety and health measures obligations.

A Ssangyong C&E official stated, "Immediately after the accident, all work was stopped and additional safety inspections were conducted. An accident countermeasure committee was established at the accident site to ensure prompt accident response," adding, "We will actively cooperate with the investigation by relevant authorities, prepare measures to prevent recurrence, express deep condolences to the bereaved family, and provide the best treatment and support."
