Seongdong-gu Public Delivery App 'Baedal Teukgeup' Launches on 21st... This Differs from Baemin

[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) announced on the 21st that it will officially launch the Seongdong-type public delivery app ‘Baedal Teukgeup’.
With the explosive increase in delivery orders due to the spread of COVID-19, the number of delivery app users surged, but the growing delivery app usage fees and advertising costs have deepened the worries of small business owners. On top of already soaring food ingredient prices and rising labor costs, the additional expenses related to using delivery apps have increased, widening the deficit.
Accordingly, Seongdong-gu will officially start operating the ‘Seongdong-type public delivery app Baedal Teukgeup’ to reduce the economic burden on small business owners, improve the monopoly system of the existing delivery app market, and revitalize the stagnant local commercial districts and regional economy.
Seongdong-gu’s ‘Baedal Teukgeup’ has no membership fees or advertising fees for affiliated stores compared to other private apps, and the brokerage commission is 1% per transaction, which is lower than large platforms, reducing the cost burden on small business owners. Also, the card fee based on sales is relatively low at 0.92~1.92%, compared to the 3% range of private apps.
Consumers can receive various promotional benefits such as issuance of various discount coupons, discounts on existing food prices and delivery fees, and payment with local love gift certificates will be improved to be possible in the future.
Since May, Seongdong-gu has recruited affiliated stores and currently secured 418 locations. To ensure the successful establishment of the Seongdong-type public delivery app ‘Baedal Teukgeup,’ it plans to continuously increase affiliated stores after the official launch and focus all efforts on promotion to secure ‘regular customers.’
Store affiliation registration can be applied for on the Baedal Teukgeup website or through the Baedal Teukgeup customer center, and the operating company, Korea Gyeonggi-do Corporation, manages the registration of affiliated stores.
Consumers can download the ‘Baedal Teukgeup’ app from the App Store or Google Play Store, sign up, and use it. Upon new registration, users receive one 5,000 KRW discount coupon usable for payments over 12,000 KRW, and until August 31, two additional 5,000 KRW discount coupons (usable for payments over 23,000 KRW) will be provided as a launch celebration.
The district will continue to prepare services so that residents can use Baedal Teukgeup affordably through various discount events and coupon issuance at local affiliated stores.
Jung Won-oh, Mayor of Seongdong-gu, said, “We ask for many users so that Baedal Teukgeup can successfully settle as a win-win platform between small business owners and consumers,” and added, “We will do our best to recover the local economy, which has been depressed due to COVID-19, and strengthen the competitiveness of local commercial districts.”
Geumcheon-gu (Mayor Yoo Sung-hoon) will provide a ‘Re-start Small Business Employment Incentive’ to small business owners who reopened after closing due to COVID-19 and hired new employees this year.
The support target is small business owners who closed after 2020 and reopened, hiring new employees this year, with 1.5 million KRW provided per new hire.
Applications for support can be made after three months from the new hire, and employment insurance must be maintained for three months from the application month.
Considering cases where the business closure date is after reopening due to the time required for business settlement after closure, support is also provided if reopening was done first and then closure occurred. However, if this period exceeds 30 days, supporting documents such as a head office closure notice must be submitted.
Also, small business owners who did not close but changed their business type due to a sales decrease of 50% or more in the existing business can receive support by submitting supporting documents. However, sole proprietors and those whose main business falls under the Ministry of SMEs and Startups’ policy fund excluded industries, as well as non-profit organizations, are excluded.
If the applicant has received support funds from similar policy projects such as employment incentives or small business support funds from all public institutions during the three months after application, they are also excluded from support.
Small business owners wishing to apply should prepare the application documents announced on the Geumcheon-gu Office website’s ‘Geumcheon News’ and visit the 12th-floor seminar room of the district office, or apply by fax, email, or registered mail (70, Sihung-daero 73-gil, Geumcheon-gu, Seoul, Geumcheon-gu Office Job Creation Division Job Planning Team).
Yoo Sung-hoon, Mayor of Geumcheon-gu, said, “We will further strive to help small business owners who closed due to the COVID-19 crisis to restart their businesses and to recover the livelihood economy and employment vitality.”
