Kibo and SIPC Join Hands to Support System Semiconductor SMEs
Calculation of Technical Value Amount and Linked Guarantee Support for Semiconductor Layout Design Rights
[Asia Economy Reporter Kim Cheol-hyun] The Korea Technology Finance Corporation (Chairman Kim Jong-ho, hereinafter Kibo) announced on the 4th that it signed a "Mutual Cooperation Agreement for Supporting the System Semiconductor Industry" with the Seoul National University System Semiconductor Industry Promotion Center (Director Lee Hyuk-jae, hereinafter SIPC).
This agreement was established to support securing global competitiveness in the system semiconductor industry by building an organic cooperative system between Kibo and SIPC, contributing to fostering promising small and medium-sized enterprises (SMEs) leading the system semiconductor industry.
According to the agreement, Kibo will expand financial and non-financial support such as ▲technology evaluation and technology guarantee/investment ▲technology transactions and technology protection for promising SMEs in the system semiconductor industry sector. SIPC plans to actively cooperate in supporting promising SMEs in the system semiconductor industry by ▲discovering and recommending financial and non-financial demands of related companies ▲supporting policy projects ▲providing technical advice and mentoring.
The global system semiconductor industry size was $269.5 billion in 2020, expected to grow steadily to $317.8 billion in 2025 and $423.1 billion in 2030. However, Korea’s fabless scale and infrastructure are weak, causing its global market share in the system semiconductor sector to stagnate at around 3%.

Kim Jong-ho, Chairman of Kibo, said, "Since May, Kibo has been conducting a pilot project that evaluates the value of semiconductor batch design technology owned by small fabless companies in monetary terms and guarantees it." He added, "Especially with this agreement, Kibo will effectively support technology development and commercialization of promising SMEs with excellent technology in the system semiconductor industry sector, contributing to the growth of the domestic system semiconductor industry."
