Ahead of NATO Summit, BRICS Summit Adopts 'Beijing Declaration'
Economic Bloc BRICS Conveys Political Messages on Ukraine, North Korea Nuclear Issue, Afghanistan, and Disarmament
[Asia Economy Beijing=Special Correspondent Jo Young-shin] The economic bloc of five emerging economies (BRICS) has adopted the politically charged 'Beijing Declaration.' As the Western camp, including the United States, imposed sanctions on Russia, BRICS member countries appear to have taken a stance to counterbalance. BRICS actively expressed opinions not only on the Russia-Ukraine issue but also on global political issues such as the complete denuclearization of the Korean Peninsula, the Iranian nuclear issue, and stability in Afghanistan.
According to Chinese media including the state-run Xinhua News Agency on the 24th, BRICS leaders adopted the Beijing Declaration immediately after holding the '14th BRICS Summit' via video conference the previous day. The Beijing Declaration consists of a total of 75 articles, including strengthening global governance, cooperation to combat pandemics, maintaining peace and security, and promoting economic recovery, among which 10 articles address global political issues such as the Ukraine situation.
The declaration first pointed out that disputes between countries should be resolved peacefully through dialogue. It also stated that the member countries discussed the Ukraine situation during the meeting and support negotiations between Russia and Ukraine. Additionally, regarding Afghanistan, which has fallen into chaos after the withdrawal of U.S. troops, the member countries expressed support for the United Nations (UN) Security Council resolutions in the declaration.
The nuclear issue of North Korea was also specified. The member countries emphasized that the Korean Peninsula issue, including complete denuclearization, should be resolved through multilateral and bilateral negotiations. This is interpreted as China and Russia intending to exert influence on the North Korean nuclear issue in the future. Furthermore, the declaration reaffirmed the resolution of the Iranian nuclear issue, supported peace and prosperity in the Middle East and North Africa regions, and addressed sensitive global political issues such as arms control (disarmament), including the prohibition of biochemical weapons.
Although the Sanya Declaration in Hainan Province, China (2011) previously expressed opposition to Western military intervention in Libya, it is unusual for BRICS to mention most global political issues. China, which is under scrutiny and pressure from the United States, is the chair country of this meeting, and Russia, a member country, is under sanctions from the Western camp, so it appears that the Beijing Declaration includes most global political issues.
There is also analysis that BRICS, centered on China and Russia, demonstrated the bloc's power ahead of the North Atlantic Treaty Organization (NATO) summit.

In this regard, the Global Times published an article titled "Forming One Big Family (Community of Shared Future for Mankind), Beyond Small Groups (U.S.-Centered Alliances)" on the same day, reporting that "BRICS is not a simple organization created by emerging economies" and that BRICS plays a key role in the international order. The newspaper argued that the Western camp needs to recognize that this is a clear change in the global balance of power and that global power is no longer monopolized by the United States.
