Seoul City Selects 21 Sites in First ‘Moatown’ Public Contest... Additional Contest in July
On the 16th, 'Moatown Site Selection Committee'

[Asia Economy Reporter Hwang Seoyul] As a result of the first autonomous district contest to select target sites for ‘Moatown,’ a new redevelopment method for aging low-rise residential areas, 21 sites were finally selected. Among them, six are also designated as urban regeneration activation areas.
On the 16th, Seoul City held the ‘Moatown Target Site Selection Committee’ and comprehensively reviewed the urgency of projects such as the degree of aging for each target site, announcing on the 21st that 21 sites were finally selected. The selected autonomous districts are ▲Jongno-gu 1 site ▲Seongdong-gu 2 sites ▲Jungnang-gu 4 sites ▲Gangbuk-gu 1 site ▲Dobong-gu 2 sites ▲Nowon-gu 1 site ▲Seodaemun-gu 1 site ▲Mapo-gu 2 sites ▲Yangcheon-gu 2 sites ▲Gangseo-gu 1 site ▲Guro-gu 2 sites ▲Songpa-gu 2 sites. The contest was held from February 10 to March 21, with 30 sites from 14 autonomous districts participating.
‘Moatown’ is a district-level redevelopment method that groups aging low-rise residential areas within 100,000㎡, where new and old buildings are mixed and large-scale redevelopment is difficult, into one group to supply housing and convenience facilities. When designated as a ‘Moatown,’ owners of adjacent multi-family and multiplex housing lots within the area can combine individual lots to jointly develop apartments on a block scale (over 1,500㎡) through ‘Moahousing’ (small-scale housing redevelopment projects). Seoul City plans to supply more than 30,000 new housing units by 2026 through the promotion of Moatown.
Among the 21 final selected sites, six are also urban regeneration activation areas. While redevelopment methods require the complete cancellation of urban regeneration projects, ‘Moatown’ allows for linked promotion with regeneration projects through changes in urban regeneration activation plans.
The selected sites will be designated as small-scale housing redevelopment management areas with legal effect for Moatown after the respective autonomous districts establish management plans and Seoul City conducts procedures such as public inspection and integrated review. Management plan establishment will begin in the second half of this year, and Moatown designation will be carried out sequentially from as early as the end of this year to the first half of next year.
The area of 501-13 Changdong, Dobong-gu, which applied for both public redevelopment and Moatown contests, was deferred following the selection committee’s review. Depending on the results of the public redevelopment candidate site selection, the autonomous district may collect residents’ opinions and select it as a Moatown site upon request.
To block speculative forces such as share splitting, the city will designate and announce June 23 as the standard date for rights calculation. Landowners who have not reported construction commencement by the rights calculation standard date will be subject to cash compensation if Moahousing is implemented on the respective lots later. However, even if construction commencement is reported by the rights calculation standard date, ownership must be secured before the approval of the establishment of the individual Moahousing association to be eligible for allocation.
Seoul City plans to conduct an additional ‘Moatown Target Site Discovery Autonomous District Contest’ in July. Also, residents with the will to promote the project can directly prepare management plans and submit them to the autonomous district, which will review their appropriateness and request approval from the city, promoting Moatown resident proposals.
