It dispelled skepticism caused by the spread of COVID-19 and the establishment of online video streaming services (OTT), signaling a revival in the film industry.
Government financial support played a significant role in its production. Investment was secured through the Content Value Evaluation operated by the Ministry of Culture, Sports and Tourism and the Korea Creative Content Agency. The Content Value Evaluation is a system that comprehensively assesses the commercialization potential at each production stage of content and recommends it to financial institutions. Small content companies often find it difficult to receive support from mainstream financial institutions despite possessing excellent content. A representative from the Korea Creative Content Agency stated, "Based on the value evaluation results derived through genre-specific models, we recommend content companies to financial institutions and support them in attracting investments from linked funds."
BA Entertainment, which produced Crime City 2, applied for the Content Value Evaluation in February 2020. The intellectual property (IP) of the previous installment was highly rated, leading to investment through the linked fund 'KOREA Content Value Evaluation Investment Association.' This provided the strength to continue production amid the cancellation of overseas locations and difficulties in domestic filming due to the spread of COVID-19.

The Content Value Evaluation operates across eight fields including movies, games, broadcasting, animation, comics, concerts, musicals, and music. E-learning will be added in the second half of the year. Cho Hyun-rae, president of the Korea Creative Content Agency, said, "Securing funding is a very important factor for the growth of the cultural content industry," and added, "We will faithfully serve as a bridge to help content companies easily raise funds through financial institutions."
