Commissioner Kim Chang-gi of the National Tax Service Inaugurated: "Public Officials Must Keep 'Sunmakgueon' from Mokminsimseo in Mind"
[Asia Economy Sejong=Reporter Kim Hyewon] On the 14th, Kim Chang-gi, Commissioner of the National Tax Service (NTS), announced his inaugural statement as "A National Tax Service for the People, a Trusted Tax Administration."
At the inauguration ceremony held at the Government Sejong 2 Complex, Commissioner Kim stated, "When trust is earned through communication and empathy with the people, the true owners of tax administration, the roles and tasks assigned to the NTS can be fulfilled."
He presented four key focus areas for tax administration: ▲ Strengthening tax support for stabilizing the livelihood economy and promoting innovative growth ▲ Supporting sincere tax reporting by providing convenient taxpayer services ▲ Operating tax audits prudently and responding to malicious tax evasion activities ▲ Establishing a healthy organizational culture where members can fully demonstrate their abilities.
Commissioner Kim emphasized, "To overcome the damage caused by COVID-19, the NTS must promptly provide necessary tax information for loss compensation to related ministries and implement multifaceted tax support such as extending tax filing and payment deadlines and early refund payments, focusing on small business owners and self-employed individuals." He added, "We must further enhance the level of Hometax so that all tax services can be handled without visiting tax offices and expand mobile services."
He also urged, "Please refrain from extending the tax audit period as much as possible and comply with the procedures stipulated by law," emphasizing, "For sincere small and medium taxpayers, simple audits focused on consulting should be conducted, and the timing of audits should be improved to allow taxpayers to choose."
However, he stated that the NTS will respond strongly to malicious tax evasion such as tax evasion that harms people's livelihoods, intelligent offshore tax evasion causing national wealth outflow, and privileged tax evasion involving privatization of corporate assets or illegitimate wealth succession.
In conclusion, Commissioner Kim said, "We must engrave in our hearts the teaching of 'Sunmakgu-eon' from Mokminsimseo, which means 'Public officials should above all ask the people about their difficulties and listen to their opinions,'" and pledged, "I will always listen to the voices of the people with a humble attitude and an open mind."

President Yoon Suk-yeol appointed Commissioner Kim as the head of the NTS without a parliamentary confirmation hearing the day before. This was due to delays in the formation of the second half of the 21st National Assembly. Commissioner Kim became the first high-ranking official in the new government to start his term without a confirmation hearing among nominees subject to such hearings.
