The promotion candidates include Chief Kim Su-young, Lee Ho-young, Director of Informatization and Equipment Policy at the National Police Agency, Jo Ji-ho, Director of Security Situation Management at the National Police Agency, Choi Joo-won, Director of Forensic Investigation at the National Investigation Headquarters, Kim Jun-young, Dean of the Police University, Kim Do-hyung, Head of Traffic Guidance Department at Seoul Metropolitan Police Agency, Hong Ki-hyun, Commander of the Mobile Unit at Seoul Metropolitan Police Agency, Kim Soon-ho, Chief of Suwon Southern Police Station in Gyeonggi Province, Kim Hee-jung, Head of Autonomous Police Department at Gangwon Police Agency, and Yoon Seung-young, Head of Autonomous Police Department at Chungnam Police Agency.
The rank of Commissioner corresponds to the third highest in the police hierarchy. It is just below the Commissioner General, who is the Chief of the National Police Agency (1 person), and the Senior Commissioner ranks (7 persons) including the Director of the National Investigation Headquarters, Deputy Commissioner of the National Police Agency, Chiefs of Seoul, Busan, Southern Gyeonggi, and Incheon Police Agencies, and the Dean of the Police University. Among approximately 140,000 police personnel, there are only about 30 Commissioners.
This promotion to Commissioner is a follow-up personnel appointment following the recent Senior Commissioner appointments. As existing Commissioners were promoted to Senior Commissioners, vacancies were filled, and it also reflects a reorganization of the heads of each provincial police agency. Accordingly, the new Commissioner assignments will be decided as early as next week after consultation with the respective provincial autonomous police committees. The provincial police agencies headed by Commissioners include Daegu Police Agency, Gwangju Police Agency, Daejeon Police Agency, Ulsan Police Agency, Northern Gyeonggi Police Agency, Gangwon Police Agency, Chungbuk Police Agency, Chungnam Police Agency, Jeonbuk Police Agency, Jeonnam Police Agency, Gyeongbuk Police Agency, Gyeongnam Police Agency, Jeju Police Agency, and Sejong Police Agency, totaling 14 locations.
Looking at the backgrounds, the appointments balanced entry routes and regions of origin. Among the 10 promoted, 6 are graduates of the Police University, including Chief Kim Su-young. Three are from the Senior Cadet program, including Deputy Chief Kim Do-hyung, and one is a general special recruit, Chief Kim Soon-ho.

Among the promoted individuals, Chief Kim Su-young is the investigation commander for the Seongnam FC sponsorship fund allegations involving Lee Jae-myung, the Standing Adviser of the Democratic Party of Korea. Although the investigation is still ongoing, Chief Kim Su-young has led high-intensity investigations, including conducting raids on Seongnam City Hall and Doosan Construction. It is known that such achievements were reflected in this promotion.
