Mandatory Completion of the 'Basic Public Interest Direct Payment System'... Full Implementation of Farmer Education from This Year, with Reductions for Non-Completion
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Gwi-yeol] Farmers receiving the basic public interest direct payment must undergo education related to the promotion of the public interest functions of agriculture and rural areas every year.
The National Agricultural Products Quality Management Service operates educational courses through various methods such as face-to-face education, online education, and telephone education, including regular and simplified education, considering the COVID-19 situation for each target group required to complete mandatory education.
Regular education must be completed by new applicants for the 2022 public interest direct payment, out-of-area cultivators, those who violated compliance requirements last year, and agricultural corporations.
The regular course consists of either face-to-face education or a 2-hour online course titled ‘2022 Public Interest Direct Payment System Mandatory Education for Farmers’ on the Agricultural Education Portal.
Farmers aged 80 and above can complete simplified education through telephone education. The automated telephone connection system calls elderly farmers, and upon answering, they listen to the educational audio for 5 minutes to complete the education.
General farmers can choose between regular education and simplified education. For simplified education, a connection address is sent to the farmer’s mobile phone, and the farmer watches a 15-minute educational video by accessing the link.
If a farmer does not receive the text message or has difficulty completing the education via mobile phone, they can directly access the Agricultural Education Portal to complete the 15-minute simplified education.
For farmers who fail to complete the education in May, additional telephone and simplified education will be provided in June.
Additionally, public interest direct payment education courses are operated at eup/myeon/dong offices, agricultural technology centers, and local agricultural cooperatives, allowing farmers to complete the education conveniently. Note that if the education is not completed by the end of September, 10% of the basic direct payment will be reduced.
