On this day, the Human Rights Commission announced that it recommended the Minister of Justice to issue a "facility warning" to the detention center where the COVID-19 infected detainee died, and to improve the medical and management systems. It also urged revising guidelines so that high-risk confirmed cases can receive appropriate treatment and requested efforts to prevent recurrence by disseminating the case to all correctional facilities. The director of the detention center A was advised to conduct training for affiliated staff to ensure no disruption in emergency situations and COVID-19 confirmed case responses, and to improve related work procedures.

Previously, the deceased detainee held at detention center A was infected with COVID-19 on December 25, 2020, and died on January 7 of the following year, the 9th day of temporary detention. The bereaved family filed a complaint, claiming that the detention center neglected medical measures by not immediately transferring the elderly detainee with underlying conditions who developed respiratory distress after testing positive for COVID-19 to a hospital, which ultimately led to death. The detention center argued that necessary measures were taken on the day of death according to the "Medical Treatment Plan for COVID-19 Infection." However, the Human Rights Commission judged that "since the deceased belonged to a high-risk group, more prompt and active medical measures should have been taken, such as confirming symptom worsening, reporting to the city/provincial patient management team, and transferring to a linked medical institution."
