Hwasun-gun to Implement 'Forestry and Public Forest Payment Project' Starting October 1
[Hwasun=Asia Economy Honam Reporting Headquarters Reporter Kim Ji-woon] Jeollanam-do Hwasun-gun will implement the Forestry and Forest Public Interest Direct Payment System (Forestry Direct Payment System) starting October 1.
The county announced on the 16th that the "Act on the Operation of Direct Payment System for the Promotion of Public Interest Functions of Forestry and Forests" has been enacted and promulgated, leading to the implementation of the forestry direct payment system.
The forestry direct payment system is designed to compensate the income of forestry workers engaged in forest product production and afforestation to promote the sustainable public value of forests and revitalize forest management.
The payment of forestry direct payments targets forest land registered as agricultural management entities from April 1, 2019, to September 30 of this year.
However, state and public forests, forest lands applying for other direct payments, forest land with conversion permits, fallow forest land, industrial complexes, planned development sites, forest land, persons with comprehensive income other than agriculture exceeding 37 million KRW, and residents outside rural areas where forest land is located are excluded from direct payment eligibility.
Registration of forestry management entities is for those managing forest land according to certain criteria, and in the case of Hwasun-gun, it can be done by visiting the Yeongam National Forest Management Office or via mail or fax.
The county plans to accept applications for this year's forestry public interest payments at the eup/myeon administrative welfare centers starting next month.
Through qualification screening and compliance checks of payment recipients, direct payments will be made from November to December.
Forestry workers receiving forestry direct payments must comply with mandatory obligations such as maintaining the shape and function of forest land, continuous forest resource management, and completion of education.
A county official said, "We are doing our best to promote and guide by planning education for forestry workers so that many can benefit," and added, "Forestry workers should register as forestry management entities within the deadline to avoid disadvantages from being excluded from the direct payment system."
