Seismic Retrofitting Measures Achieve Seismic Performance at 139,371 Locations

Ministry of the Interior and Safety Achieves 72% Seismic Resistance Rate in Existing Public Facilities Nationwide, Exceeding Target View original image

[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety announced on the 28th that last year’s implementation of the 'Existing Public Facilities Seismic Reinforcement Measures' exceeded the seismic rate target of 71.6% by 0.4 percentage points, achieving 72.0%. This is the result of securing seismic performance for 139,371 out of 193,600 public facilities nationwide subject to seismic design.

The seismic reinforcement project is a phased initiative targeting 100% seismic rate by 2035 for approximately 190,000 public facilities across 33 types. Currently, the third phase of the project is underway, with a budget of 3.5543 trillion KRW allocated over five years for 21,574 facilities, aiming to achieve an 80.8% seismic rate by 2025.

Last year, public institutions including central administrative agencies and local governments invested 672.1 billion KRW to additionally secure seismic performance for 4,129 facilities (3,200 central administrative agency facilities and 929 local government facilities). By facility type, school facilities (1,399 facilities, 277.1 billion KRW) accounted for the largest share, followed by public buildings (1,151 facilities, 164.8 billion KRW) and road facilities (1,141 facilities, 125.8 billion KRW).

Meanwhile, central administrative agencies and local governments are establishing and implementing annual 'Seismic Reinforcement Measures' according to the five-year mid-term plan, the ‘Basic Plan for Seismic Reinforcement of Existing Public Facilities (2021?2025),’ to improve seismic performance of national infrastructure such as roads, railways, and ports, as well as existing public facilities like schools.

Kim Seong-ho, Director of the Disaster Management Office, stated, “Continuous attention and budget investment are necessary to ensure that public facilities, which are expected to suffer significant damage in the event of an earthquake, can promptly secure seismic performance.” He added, “We will work harder with related agencies to ensure the smooth progress of the legally mandated third-phase basic plan.”
