On the 20th, at the Northern Office of Gyeonggi Provincial Government, Kim Eun-hye announced this pledge, saying, "I am sorry and regretful to the residents of Northern Gyeonggi who have sacrificed for South Korea's security and economic growth while enduring a history of hardship. Although it is very late, I will accept the long-standing aspirations of the residents of Northern Gyeonggi."
She expressed her desire to be recognized for properly resolving Northern Gyeonggi's transportation issues during her term if elected governor.
Candidate Kim emphasized, "Some subway extensions will likely be realized in practice. However, before that, including GTX, various subway extensions, prompt highway openings, and fare reductions will open the door for residents to a world different from before. I will take full responsibility for solving transportation issues."
She added, "I have coordinated with the Minister of Land, Infrastructure and Transport, the Mayor of Seoul, and even the President-elect, and I believe I have enough influence to draw cooperation. I will use that influence to persuade them."
She also pledged to raise the educational level in Northern Gyeonggi by attracting universities through the designation of economic free zones.
Candidate Kim said, "I intend to actively pursue university attraction. The problem is that universities cannot be established in natural conservation zones. However, universities located in growth management zones can be relocated among themselves. Considering this, the fact that universities cannot come to Northern Gyeonggi is a significant issue."
She then explained, "One reason for proposing economic free zones is this. By designating economic free zones and bringing universities to Northern Gyeonggi, we will create an environment where foreign companies and foreign researchers can sufficiently brainstorm and generate synergy," presenting her vision.

We must return the right to live comfortably through jobs, education, healthcare, culture, and convenience facilities to the residents of Northern Gyeonggi, and I will make sure that these ordinary and rightful benefits, which have not been properly enjoyed so far, are restored."
She also pledged to actively respond to crimes committed by foreigners at the local government level and create a "peace of mind Gyeonggi Province" where public safety and security are guaranteed.
Candidate Kim said, "I believe several cities and counties in Gyeonggi Province rank within the top 10 nationwide for foreign resident populations. When I looked into foreigner-related crimes in Ansan, crimes among foreigners were quite frequent. While the human rights and security rights of these foreigners must be guaranteed, the human rights and rights of our citizens who suffer from these crimes must also be protected."
She continued, "Fundamentally, I will pay special attention to ensuring that, regardless of gender, people in Gyeonggi Province can walk safely at night and return home with peace of mind."
Regarding granting voting rights to foreigners in local elections, Candidate Kim pointed out the seriousness of the issue from the perspective of reciprocity.
She said, "This is not a gubernatorial pledge. However, it is a matter that must be resolved diplomatically and domestically in the legislature based on national reciprocity. I mentioned it because the issue is serious."
She added, "Since 2004, permanent residents in South Korea who have lived for more than three years have been granted voting rights in local government elections, but this must follow reciprocity. Even if our citizens acquire real estate and permanent residency in China, they cannot exercise voting rights in local elections there," reiterating her point.
She further stated, "Excluding the unspoken rule regarding elections in China, rather than a one-sided opinion that some should not vote, if our citizens' rights are deprived, corresponding rights must also be fulfilled. This is the case in all countries. I want to emphasize that this is a matter of common sense and principle."

She pointed out that correcting the mismanaged provincial administration is an obligation to the residents if she becomes governor.
Regarding the 7th term of the provincial administration, Candidate Kim said, "Among the two pillars, Gyeonggi Province had an Administrative 1st Deputy Governor, Administrative 2nd Deputy Governor, and Peace Deputy Governor, but I believe the provincial administration was not conducted transparently."
She particularly noted, "Even within the Gyeonggi Provincial Government, authority and roles were not properly delegated to public officials, leading to many decisions being made behind closed doors."
She promised, "From the moment I am elected, I will start a proper provincial administration from the transition committee period. I will go to places where I can negotiate with Seoul City and central government ministries, bring agendas related to food, jobs, and transportation for Gyeonggi residents, and ensure that Gyeonggi public officials are properly empowered to demonstrate their expertise."
Candidate Kim also emphasized the principle of 'public recovery of unfair gains' regarding the 'Daejang-dong development corruption allegations.'
She said, "The Daejang-dong development corruption allegations are a matter of fairness and common sense. I have consistently said that unfair gains must be recovered, but under the Urban Development Act involving public-private partnerships, there are no specific provisions regarding development profits. It is a natural principle that profits from development must return to the public."
She added, "I will reestablish this as a fundamental principle. If the provincial administration is dedicated to the residents of Gyeonggi Province rather than to cliques or family, more unfair gains will be recovered, and more development profits and support will properly reach more citizens," reiterating her commitment.
