Sharing Smart City Technologies on Public Transport and Citizen Safety in Peru's Lima, a Latin American Megacity
[Asia Economy Reporter Lim Cheol-young] On the 20th, Seoul Mayor Oh Se-hoon met with Jorge Mu?oz Wells, Mayor of Lima, Peru, and Daul Matute Mejia, Ambassador of Peru to Korea, at the Seoul City Hall office to discuss strengthening exchange and cooperation between Seoul and Lima in the field of smart cities.
Mayor Mu?oz Wells of Lima expressed his impressions of the Seoul visit, stating that it was an opportunity to see how Seoul implements smart city technologies and expressed hope to actively introduce Seoul’s smart city policies and operational know-how to Lima. Earlier, he visited Seoul Metro Corporation, had a meeting with the president, shared urban railway operation status, and toured the control center to experience Seoul subway infrastructure and operational technology. He then visited the Smart Seoul CCTV Safety Center within the S-Plex Center to observe the city-centered integrated system that uses CCTV video information for crime prevention, disaster relief, protection of socially vulnerable groups, and ensuring citizen safety.
In response, Mayor Oh shared the status of projects pursued since Seoul signed a smart city business agreement with Lima, mentioning that Seoul is making multifaceted efforts, including securing project funding, to transform Lima into a smart city. As part of these efforts, in July this year, Seoul plans to dispatch city officials to Lima City Hall to support exchange and cooperation for strategic exchanges between Seoul and Lima.
Seoul, in cooperation with the Ministry of Economy and Finance, has identified the project “Consulting for the Establishment of a Smart City Master Plan for Lima, Peru,” and since November 2021 until September, has been providing policy consultation and evaluation for the mid- to long-term development strategy of Lima’s smart city. Additionally, in cooperation with KOICA, Seoul plans to implement a three-year training project from 2023 to 2025 to strengthen the capabilities of Lima city officials in smart city systems, policies, and technologies.
Mayor Oh stated, “I hope we can cooperate in various fields to solve the urban problems Lima is facing,” and added, “I understand that Lima plans to expand subway lines to improve traffic congestion, and I look forward to cooperation projects such as transferring Seoul’s subway operation knowledge and technology through Seoul Metro Corporation.”
Mayor Mu?oz Wells expressed his expectations for Lima’s future development as a smart city following the visit to Seoul and hoped that the two cities would strengthen cooperation in various fields beyond smart cities.
Lima, Peru, is a mega-city with a population of 10 million, ranking 6th in economic scale among 33 Latin American countries, and is noted as a market with great growth potential, recording an economic growth rate of 13.3% in 2021.

Meanwhile, Seoul shares its excellent policies in transportation, smart cities, and other areas with overseas cities using development cooperation project (ODA) funds, which are in high demand abroad. To date, Seoul has shared and disseminated its excellent policies overseas through 98 projects worth 811.9 billion KRW targeting 65 cities and institutions in 38 countries.
