[Yeosu=Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Jeon Chang-gon, a preliminary candidate for Yeosu mayor and chairman of the Yeosu City Council running in the upcoming June 1 Yeosu mayoral election, announced an innovative pledge on the 15th regarding morale-boosting measures for the civil servant organization.
Decentralization is a personnel management direction suited to the era of great transformation and a plan to revitalize the long-stagnant organization, which naturally attracts great interest from the approximately 2,300 civil servants.
First, he pledged to “expand the proportion of female senior civil servants at the director and division chief level to 30% during his term.”
This expresses a firm commitment to realize the long-demanded “breaking the glass ceiling for women” in our society and to ensure that capable women do not suffer disadvantages due to workplace gender discrimination.
Since even previous mayors have not achieved this, it is a pledge that will attract attention from the first personnel appointment after the mayor is elected.
Currently, there are no female civil servants at grade 4 in Yeosu City Hall, while the proportion at grade 5 is known to be about 20%.
Second, he stated, “I will revitalize the public service by promoting and appointing the deputy mayor from among Yeosu City directors through internal promotion.”
The current personnel system involves the governor of Jeollanam-do appointing the deputy mayor in consultation with the local government head under the pretext of personnel exchanges between Jeollanam-do and local governments. However, as the next government intends to firmly establish the era of local autonomy, he plans to discuss sufficiently with Jeollanam-do to promote morale by creating opportunities for a chain of promotions within Yeosu City’s own civil servants. Furthermore, he aims to delegate mayoral authority significantly to the deputy mayor, who is well acquainted with local conditions, thereby ensuring continuity and substance in administrative work.
Third, he announced, “I will establish a system where more than 70% of the organization’s members can empathize with and predict personnel decisions.”
There is a saying that “personnel is everything,” but since every personnel decision involves competitors, opinions on post-personnel evaluations inevitably split 50:50.
To improve this, he intends to create a system that considers the opinions of the entire organization’s members rather than relying solely on the judgment of the personnel authority.
For example, institutionalizing a system where immediate supervisors can recommend candidates for promotion and identifying preferred departments in advance during transfers, promising to assign personnel to their desired departments at least once during the mayor’s term to build trust.
In addition, he revealed plans to prepare extraordinary measures to ensure fairness in the biannual performance evaluations and to operate the organization without complaints or dissatisfaction.
Fourth, he pledged, “I will simultaneously promote the annex expansion of the 1st government building and the reacquisition of the 2nd government building.”

Although government buildings serve as office spaces for civil servants, they are also public buildings where citizens receive administrative services. Therefore, even for annex expansions, it is a basic procedure to fully reflect the opinions of the local residents who are stakeholders. He plans to purchase the 2nd government building from the Ministry of Oceans and Fisheries and use the site to house the Central Health Center, Happiness Education Support Center, Technician School, Urban Management Corporation, Youth Community Center, and a mini media center, which are currently scattered in Yeoseo and Orim-dong. Together with the existing Yeosu City Council, Central Branch Office, and Vehicle Registration Office, the 2nd government building will be operated as a complex administrative service center.
