With the Democratic Party having held a party meeting the previous day and decided to make the passage of related legislation a party policy within April, Prosecutor General Kim's resolute remarks on this day are expected to intensify the prosecution's opposition.
On his way to the Supreme Prosecutors' Office building in Seocho-dong, Seoul, in the morning, Kim told reporters, "I feel heavy-hearted and sincerely apologize to the public for the conflicts and divisions arising regarding the prosecution."
He then said, "I will speak about the bill the Democratic Party is promoting," and continued with prepared remarks as if determined.
He stated, "The core point of the bill promoted by the Democratic Party is to entrust criminal investigations solely to the police, monopolizing them."
He added, "Since the April 19 Revolution, the Constitution has defined prosecutors as the sole investigative authority," emphasizing, "(Geomsu Wanbak) violates the Constitution, and that too directly."
Kim argued, "If such a bill is promoted, criminals will rejoice, and crime victims and the public will have nowhere to appeal," calling it "truly against justice and common sense."
He said, "Fortunately, lawyer organizations representing justice and common sense in our society, academia, civic groups, the media, and many citizens are pointing out the problems of the hastily pushed bill one by one," and declared, "The prosecution members, including myself, will never be discouraged or give up."

He continued, "With a resolve to fight to the death, we will do our best to appeal and request at every stage?from the National Assembly where the bill is being legislated, to the President who appointed me and holds the right to veto and request reconsideration of the bill, and to the Constitutional Court that judges whether the bill violates the Constitution?by considering all procedures and measures."
