As it is his area of expertise, he strongly urged not only securing the independence of the prosecution but also measures to prevent blind spots in victim relief, a key campaign pledge.
According to a senior official of the Transition Committee on the 8th, President-elect Yoon made a surprise appearance at the Political, Judicial, and Administrative Subcommittee briefing held the previous day and directly received reports on ministry tasks and the first draft of national tasks. Originally, this session was scheduled to be chaired by Transition Committee Chairman Ahn Cheol-soo and proceed in the order of the first draft of national tasks, ministry task reports, and a meeting, but it was reported that President-elect Yoon notified that he would receive the reports himself. Accordingly, the meeting, which was scheduled for one hour from 5 p.m., was held for about four hours starting from 6 p.m.
It is considered unusual for President-elect Yoon to personally preside over subcommittee task briefings. A Transition Committee official said, "It reflects President-elect Yoon’s determination to personally oversee (the area he knows best) as the president who will be responsible for the national administration for the next five years."
In particular, securing the independence of the prosecution, including the abolition of the Ministry of Justice Minister’s investigative command authority, independence of the prosecution’s budget formulation rights, establishment of a responsible investigation system between the police and prosecution, and abolition of Article 24 of the Corruption Investigation Office for High-ranking Officials Act guaranteeing the investigative superiority of the Corruption Investigation Office, are also President-elect Yoon’s areas of expertise.
However, President-elect Yoon strongly emphasized that there should be no setbacks in victim relief due to these major issues. A Transition Committee member said, "Right after the briefing, President-elect Yoon instructed the Political, Judicial, and Administrative Subcommittee members to 'make efforts to ensure that no blind spots in victim relief occur even during the period when investigative authority is partially adjusted.'"
The Transition Committee plans to start discussions to concretize the pledges for crime victim relief and prevention through subcommittee collaboration and finalize them as national tasks. Establishing the ‘One-stop Victim Solution Center,’ an integrated support institution for crime victims, which is one of President-elect Yoon’s pledges, is mentioned as a direct method of victim relief.
The One-stop Victim Solution Center aims to integrate and handle psychological counseling, personal protection, legal support, and treatment cost assistance for crime victims within a single institution.
Additionally, the pledge to abolish the stalking crime’s quasi-offense clause to strengthen perpetrator punishment, as well as expanding investigations and victim support to prevent dating violence, digital crimes, and power-based sexual crimes, will be reflected to minimize secondary victimization.
Furthermore, regarding child abuse, the plan is to strengthen public authority intervention to prevent child abuse and establish a child abuse prevention system to protect abused children.

Moreover, the Transition Committee intends to discuss specific implementation plans related to crime prevention pledges with relevant subcommittees and ministries, including establishing a joint illegal short-selling monitoring system involving the prosecution, Financial Services Commission, and Korea Exchange, as well as enhancing capabilities to investigate stock price manipulation.
