[Asia Economy Yeongnam Reporting Headquarters Reporter Ju Cheol-in] Heo Seong-moo, mayor of Changwon City, was selected as the best-performing local government head for four consecutive years in the "National Basic Local Government Heads Pledge Fulfillment Evaluation" conducted by the Korea Manifesto Practice Headquarters.
Among basic local governments receiving the best evaluation for four consecutive years, Changwon City is the only city with a population over one million in Gyeongnam Province as well as nationwide.
This is recognized as the result of Mayor Heo Seong-moo communicating with Changwon citizens through the sneaker market over the past four years and faithfully fulfilling the pledges made to the citizens.
In particular, it is evaluated as the outcome of Mayor Heo’s determination and hard work, pushing forward with pledge projects as scheduled despite the adversity of COVID-19 and the launch of Changwon Special City, which began in July 2018.
Changwon City received especially high marks in resident communication by actively introducing and operating electronic democracy functions such as free school uniforms for new middle and high school students, interest support for rental deposit loans for newlywed couples without housing, the creation of the largest dog playground in the Yeongnam region, establishment of citizen safety insurance, and providing pledge information tailored to residents’ perspectives through card news production, as well as online surveys and online proposals for non-face-to-face communication with residents after COVID-19.
Changwon City also showed outstanding achievements in various fields, winning the top prize for two consecutive years at the Manifesto Best Practice Competition.
Through this, Mayor Heo Seong-moo received the highest grade, SA grade (total score of 90 points or higher), in both the pledge fulfillment completion field and the resident communication field.
The evaluation criteria were 100 points for pledge fulfillment completion, 100 points for 2021 goal achievement, 100 points for resident communication, Pass/Fail for web communication, and Pass/Fail for pledge consistency. After evaluating detailed indicators according to the evaluation items, the scores were converted to a total of 100 points.
Mayor Heo Seong-moo emphasized, “Pledges reflect the demands of citizens, not the mayor, and fulfilling them is the responsibility of elected public officials. During the remaining term, I will always listen to the voices of citizens and definitely keep the pledges.”

Meanwhile, Mayor Heo also achieved a great success by signing an agreement for Australian hydrogen industry market entry between Beomhan Fuel Cell, Changwon’s representative hydrogen company, and Australia’s Olie Energy, steadily promoting business matching between domestic and international hydrogen companies by utilizing a strong network with overseas Chinese merchants after the successful hosting of the Gyeongnam Changwon Defense Industry Innovation Cluster Project in its third year and the 2020 Korea-Overseas Chinese Business Week.
