Jeongeup-si, Full Overhaul of Farm Register with Agricultural Land Act Amendment Starting This Month
[Jeongeup=Asia Economy Honam Reporting Headquarters Reporter Kim Jae-gil] Jeongeup City in Jeonbuk Province will completely overhaul the existing Nongjiwonbu (Agricultural Support Register), which was previously created based on individual farmers, into a farmland ledger managed by parcel starting from the 15th.
The city announced on the 1st that the Nongjiwonbu, which has served as the official register for farmland, will undergo a complete revision in its creation criteria, management methods, and name for the first time in 49 years due to amendments in the Farmland Act.
Looking at the main points of the overhaul, the Nongjiwonbu, which was previously created based on farmers (households), will now be created based on farmland parcels to manage the history of individual farmlands.
Additionally, the creation criteria will change from farmers (households) to farmland parcels (lot numbers), and the scope will expand from farmlands over 1000㎡ to all farmlands regardless of size for creation and management.
The administrative agency responsible for creating and managing the Nongjiwonbu will change from the administrative office with jurisdiction over the farmer's address to the office with jurisdiction over the farmland location to efficiently organize the Nongjiwonbu. Unlike the previous system where the administrative office created the Nongjiwonbu ex officio, the new system will require farmers to report it themselves.
Accordingly, the existing Nongjiwonbu will only be issued until the 6th to allow for the system overhaul to convert to the farmland ledger, and issuance will be suspended from the 7th to the 14th.
Farmers who need the existing Nongjiwonbu must obtain it by the 6th.
From the 15th onward, the new format of the Nongjiwonbu will be issued, and farmland owners do not need to take any separate action for the format change.
Online issuance through Government24 will resume during the week of the 9th of next month after integration with the Saeol Administrative System.
A city official said, “With the complete overhaul of the Nongjiwonbu, the responsibility for farmland management will become clearer and the efficiency of organization will improve. Farmers who need the existing format of the Nongjiwonbu should hurry to apply by the 6th.”
