Discussion on Key Tasks for Megacity Success at Policy Forum on the 31st

On the afternoon of the 31st, a discussion titled "Direction and Challenges of Promoting the Busan-Ulsan-Gyeongnam Megacity - Focusing on the Enactment of the Busan-Ulsan-Gyeongnam Megacity Special Act" was held at the Busan Ilbo auditorium.

Kim Du-kwan, a member of the National Assembly's Planning and Finance Committee from the Democratic Party of Korea (representing Yangsan City, Gyeongnam), held a forum titled "Directions and Tasks for Promoting the Bu-Ul-Gyeong Megacity - Focusing on the Enactment of the Bu-Ul-Gyeong Megacity Special Act" at 2 p.m. on the 31st in the large auditorium on the 10th floor of the Busan Ilbo building.
The forum was organized based on the awareness that the Bu-Ul-Gyeong Megacity needs to strengthen its promotion system through a special law to gain momentum.
Representative Kim explained that since the Bu-Ul-Gyeong Megacity is the first attempt as a super-regional special self-governing entity, there was a need for a public discussion on how to establish its legal foundation.
Presenters and discussants agreed on the premise that transitioning to a multi-polar system Mega City Region (MCR) is essential to restore the declining regional competitiveness, and they presented detailed contents such as governance construction and legislative measures regarding the direction and tasks.
The first presenter, Professor Jung Joo-chul of Pusan National University, stated, "For the Bu-Ul-Gyeong Megacity to succeed, it must be able to practice the sharing of benefits within the region," and argued that "consensus on urban planning and development will be the core."
The second presenter, Professor Jin Jong-heon of Kongju National University, pointed out the necessity of establishing a council, saying, "For the practical promotion of the megacity, the central government departments' channels must be unified, and a super-regional strategic promotion entity must be formed first." He especially emphasized the need for a concrete approach to resources such as contributions, grants, and development funds.
Representative Kim Du-kwan said, "We must keep various discussions open for the successful promotion of the Bu-Ul-Gyeong Megacity," and added, "It is time to specifically discuss and review the practical authority over metropolitan transportation and super-regional urban planning."
He added, "Through today's forum and various discussions, we will push forward the enactment of the Bu-Ul-Gyeong Megacity Special Act."

The forum was jointly hosted by Representative Kim Du-kwan, along with Bu-Ul-Gyeong representatives Kim Jung-ho, Lee Sang-heon, Jeon Jae-soo, Choi In-ho, the Autonomous Decentralization Research Institute, and the Bu-Ul-Gyeong Megacity Forum.
