View original image[Asia Economy Reporters Kim Hyemin and Jung Donghoon] The Presidential Transition Committee (PTC) has labeled the appointment of the CEO of Daewoo Shipbuilding & Marine Engineering as a "last-minute power grab at the end of the administration" and decided to request an audit from the Board of Audit and Inspection.
Won Ilhee, the PTC's chief deputy spokesperson, held an unscheduled briefing on the 31st, protesting, "Daewoo Shipbuilding & Marine Engineering, into which 4.1 trillion won of taxpayers' money has been invested, is effectively a public enterprise with the Korea Development Bank holding shares."
Earlier, on the 28th, Daewoo Shipbuilding & Marine Engineering held a shareholders' meeting and appointed new management, including CEO Park Duseon. Although Park is an internal promotion case who joined in 1986, controversy arose when it was revealed that he is an alumnus of Korea Maritime and Ocean University along with Moon Jaein's younger brother, Moon Jaeik.
Deputy spokesperson Won sharply criticized, "Although the appointment went through the formal procedure of a board resolution of a private company on the surface, it is an absurd and shameless act that invites suspicion that the appointing authority is actually someone else."
He added, "Common sense dictates that to prepare a recovery plan and achieve independent survival, painful restructuring and normalization efforts must follow, and new management that can coordinate with the incoming government is necessary. For that reason, the Financial Services Commission twice issued guidelines to the Korea Development Bank to halt personnel appointments at the end of the current administration, and the PTC was informed, but the reckless move was carried out," criticizing the decision.
Won said, "It will be difficult to avoid suspicion that such abnormal personnel appointments at a failing public enterprise, which involved massive public funds during the transition period, are a pursuit of private interests disguised as legality. Five years ago, President Moon expressed opposition to personnel appointments during regime change to Acting President Hwang Kyoan. This is another case of double standards where what was right then is wrong now."
He particularly criticized, "It is unclear why the Korea Development Bank, which received the personnel suspension directive from the Financial Services Commission, did not properly notify Daewoo Shipbuilding & Marine Engineering. This goes beyond simple common sense and practice and strongly suggests abuse of authority by ignoring the Financial Services Commission's guidelines."

The PTC has decided to request an audit from the Board of Audit and Inspection. Deputy spokesperson Won added, "We plan to request the Board of Audit and Inspection to review whether this case at the failing public enterprise qualifies for an audit and to conduct a thorough investigation into the abuse of authority."
