Incumbent candidates will receive a -5% penalty, and those who run as independents after rejecting the party nomination will receive a -10% penalty. If both apply, only a 10% reduction penalty will be applied.
Previously, the People Power Party's Supreme Council decided on a penalty that could reduce up to 25%, with 10% for incumbent candidates and 15% for those running as independents after rejecting the nomination, which sparked controversy. Especially since the decision was made by the Supreme Council, which included Supreme Council member Kim Jae-won, who planned to run for mayor of Daegu, internal disputes arose within the party. Soon after, People Power Party lawmaker Hong Joon-pyo, who declared his candidacy for mayor of Daegu, expressed dissatisfaction, saying it was aimed at him. Due to fairness concerns, the party's nomination committee adjusted the penalty rules at its first meeting.
