Seongap Kim, Mayor of Gwangjin District, Direct Presentation: First Autonomous District to Enact Welfare Baseline Ordinance, Comprising 152 Projects in 8 Areas... Establishing Proactive Baselines for All Aspects of Residents' Lives Beyond Welfare
[Asia Economy Reporter Jongil Park] Gwangjin-gu (Mayor Kim Seon-gap) has established its own welfare baseline covering not only welfare but all aspects of residents' lives, opening the door to realizing universal social welfare services.
On the 25th, the district held a report meeting on the 'Gwangjin-type Welfare Baseline' at the district office's comprehensive situation room, reflecting the district's regional characteristics and residents' needs. About 50 residents from various fields related to residents' lives, including welfare, economy, childcare, local organizations, labor, and youth, participated.
In particular, at this report meeting, Mayor Kim Seon-gap of Gwangjin-gu attracted attention by personally preparing a presentation on the welfare baseline.
Mayor Kim passionately presented the purpose of establishing the 'Gwangjin-type Welfare Baseline,' which changes the overall quality of life of residents, the process of establishing the first supporting ordinance in an autonomous district, and the importance of the new welfare baseline, gaining deep sympathy and response from the attending residents.
The district established standards for the 'welfare minimum line,' which guarantees a minimum quality of life, and the 'welfare appropriate line,' which guarantees a valuable quality of life, through the 'Gwangjin-type Welfare Baseline,' and presented universal welfare standards that all residents should enjoy across all areas of life beyond the existing general welfare targets and fields.
To establish the 'Gwangjin-type Welfare Baseline,' the district enacted the ordinance on improving the balanced quality of life of Gwangjin-gu residents in Seoul, the first of its kind among autonomous districts, in December last year to provide a legal basis.
Also, in March of this year, under the vision of 'A City Happy Together, Gwangjin,' the district proposed 152 detailed projects across eight areas covering all aspects of residents' lives, establishing a proactive baseline.
The eight areas of the 'Gwangjin-type Welfare Baseline' are ▲Economy, Income, Employment ▲Care ▲Housing ▲Health, Hygiene, Public Health, Exercise ▲Culture, Education, Knowledge Information ▲Social Participation, Citizenship, Governance ▲Safety, Environment ▲Implementation Foundation (Infrastructure), encompassing not only the existing uniform welfare fields but all aspects of residents' lives.
