Hwasun-gun to Provide 200,000 KRW Third Disaster Relief Fund to All Residents

[Hwasun=Asia Economy Honam Reporting Headquarters Reporter Kim Ji-woon] Jeonnam Hwasun-gun announced on the 24th that it will provide the 3rd Hwasun-gun Disaster Relief Fund of 200,000 KRW per person to all residents.

The Hwasun-gun mayor said in a statement on the day, “The prolonged COVID-19 pandemic has intensified difficulties, and the pain is increasing regardless of class or sector,” adding, “We will provide the 3rd Hwasun-gun Disaster Relief Fund to stabilize residents’ lives and revitalize the economy.”

He continued, “A total of 12.7 billion KRW will be paid, 200,000 KRW per person to all residents,” and added, “We will simplify the procedures and promptly provide the funds starting with vulnerable groups.”

Earlier, the Hwasun-gun Council (Chairman Choi Ki-cheon) approved the first supplementary budget proposal requested by Hwasun-gun, including 12.7 billion KRW for the disaster relief fund, on the 23rd.

Hwasun residents will receive the third support fund following the Hwasun-type Disaster Livelihood Support Fund and the Hwasun-gun Disaster Basic Income in 2020.

In 2020, the county supported 61,735 residents with 200,000 KRW per person as disaster basic income and provided the 7.9 billion KRW scale “Hwasun-type Disaster Livelihood Support Fund” to 12,053 vulnerable households.

The disaster basic income is a cash direct and universal support fund paid to all residents regardless of income or property, according to the “Hwasun-gun Disaster Basic Income Payment Ordinance” enacted and promulgated in June 2020.

The recipients of the 3rd Hwasun-gun Disaster Relief Fund are all residents registered in the county as of January 31 this year, expected to be 63,104 people including 520 marriage immigrants.

Residents who have moved out are excluded from the target.

The fund can be applied for by the head of household or a proxy visiting the application window at the eup/myeon offices from the 4th of next month, and will be paid on-site in Hwasun Love Gift Certificates.

However, vulnerable groups receiving livelihood benefits, basic pensions, or disability pensions will be paid in cash collectively by the 30th without application procedures.

12 myeon will operate application windows at administrative welfare centers, and Hwasun-eup will operate designated application windows by village and a 5-day rotation system.

Application windows will be set up at three locations: Hwasun-eup Residents’ Autonomy Center, Hwasun-gun Comprehensive Cultural Center, and Hanium Sports and Cultural Center.

During the first week of payment (April 4?8), a “5-day rotation system” based on the last digit of the birth year will be operated: Monday for 1 and 6, Tuesday for 2 and 7, Wednesday for 3 and 8, Thursday for 4 and 9, and Friday for 5 and 0.

Residents of Hwasun-eup should check the designated application locations by village and the 5-day rotation system in advance to avoid confusion.

In May, a “visiting application window” will also be operated for seniors and disabled persons with mobility difficulties.

The county plans to complete the payment of the support fund by May 13.

A county official said, “Although the support fund may seem insufficient compared to the depth and magnitude of the pain, we sincerely hope it will be a ‘rain in a drought’ and a ‘priming water’ to overcome the current crisis,” adding, “It may be difficult, but please do not let go of the ‘rope of hope.’”

He also said, “We sincerely console and deeply thank the residents who have actively cooperated with quarantine guidelines and vaccination while overcoming numerous difficulties,” adding, “We will continue to devote all resources and administrative power to COVID-19 as well as livelihood, economy, and quarantine.”
