View original image[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) has been honored with the Prime Minister's Award in the '2021 Comprehensive Evaluation of Civil Service' hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission, marking its selection as the nation's top institution for five consecutive years.
They will also receive a financial incentive of 120 million KRW in special grants as prize money.
The 'Comprehensive Evaluation of Civil Service' assesses the service levels of 306 administrative agencies nationwide, including central government departments and local governments, to promote proactive civil service provision and improve unfair civil complaint handling practices.
Seongdong-gu received excellent evaluations by operating differentiated civil service policies from other institutions and actively discovering customized civil service system improvements tailored to local field conditions to enhance customer- and field-centered civil services.
In particular, the 'Real-time Waiting Number Information System for Screening Clinics,' first introduced nationwide by Seongdong-gu, was recognized as an exemplary case in this evaluation. This system allows real-time checking of the waiting status at three screening clinics, including the Seongdong-gu Public Health Center screening clinic, via the district office website without having to visit the site directly. The ability to check waiting numbers in real time via mobile before visiting the screening clinic significantly improved the inconvenience of waiting in long lines, earning high praise.
Additionally, by analyzing big data on frequently occurring civil complaints, the district proactively improved civil services by reflecting policies such as preventing illegal dumping, cracking down on illegal parking, creating safe school routes, and installing Seongdong-type smart rest areas, which played a major role in being selected as the top institution.
Dedicated counters for socially vulnerable groups such as pregnant women, persons with disabilities, and the elderly, as well as resident-centered civil services like parking and sports facility fee reductions for disabled and elderly persons through administrative information sharing, also received favorable evaluations for improving accessibility to civil services for socially considerate groups.
Furthermore, the smooth operation of civil service systems, including the operation of the Civil Complaint Mediation Committee and the Civil Complaint Guardian System, prompt handling of statutory civil complaints, and high evaluations across all areas such as the National Sinmungo (online civil complaint system), grievance complaint handling, and statutory civil complaint satisfaction, were achieved.
Seongdong-gu plans to actively introduce various civil services incorporating smart technologies this year as well, striving to realize an inclusive city where no one is left behind.
In February this year, Seongdong-gu became the first in Seoul to introduce and operate 'Seongdongirang,' an AI civil service guidance system that provides information on 42 types of civil affairs such as family relationship registration, passport issuance, and building permits through sign language and voice.
Recently, after being finally selected for the '2022 Advanced Information Technology Utilization Public Service Promotion Project' hosted by the Ministry of the Interior and Safety, the district plans to establish an 'Intelligent Civil Service Form Writing Assistant Service' within this year to help citizens easily complete civil service forms using artificial intelligence.

Seongbuk-gu (Mayor Lee Seung-ro) won the Excellence Award for the theme 'Seongbuk Village Archive' at the 2022 Governance Local Politics Awards ceremony held on the 16th at the Seoul Women’s Plaza.
Hosted by the Governance Center and supported by the National Association of Mayors, Governors, and District Heads, the Governance Local Politics Awards competition was held to discover excellent local autonomy activities based on the governance paradigm.
Seongbuk-gu received the Excellence Award in the field of local cultural value promotion in 2022 with the theme 'Seongbuk Village Archive,' following previous awards in 2020 for strengthening local autonomy and in 2021 for improving administrative efficiency.
'Seongbuk Village Archive' is a website that collects records related to Seongbuk’s history, cultural resources, and residents’ lives, storing them in a digital archive so that anyone can easily access Seongbuk’s village records. It is a knowledge platform where residents can actively participate in discovering village records and producing and consuming historical and cultural content.
Since January 2020, the district has built the first digital archive among nationwide basic local governments, preserving and providing 9,358 diverse digital village records such as photos, videos, publications, and oral histories through the website.
The site also operates pages tailored to local characteristics, such as exploring various locations in Seongbuk appearing in literary works on a map, checking stories of 176 independence movements and 100 independence activists that took place in Seongbuk, and capturing stories of Seongbuk residents living through the COVID-19 era.
Moreover, Seongbuk-gu was the first in Seoul to enact an ordinance on the collection and management of private records in Seongbuk-gu, Seoul, incorporating previously unregulated private records into the system and clarifying definitions, collection methods, and procedures to provide a basis for the digital village record system to be used as a knowledge information resource.
Notably, the Seongbuk Village Archive realizes record democracy and record management governance by enabling residents to actively participate as subjects in collecting and producing village records through the Resident Record Group activities, fully capturing village stories that administrative domains might miss and recording their own history with their own hands.
